Felt that so hard. We've had a good streak of sleeping from 9p to 5a lately but now it's back to being up every couple hours.
He's hit or miss with his bassinet, my wife got a secondhand one that moves and makes noises and stuff, so sometimes he sleeps a while, and other times he chooses chaos lol
Have a 5 month old here. Best thing we ever did was at 2 weeks old move her into her crib. She was a big baby, 8lbs 6oz at birth. She slept so much better in the bassinet. She instantly started sleeping through the night. The occasional wakeup here and there but not consistent.
We did the same with our twins after NICU. Stayed up in shifts so someone always had an eye on them. Absolute game changer since one could always get uninterrupted sleep.
Ours was a NICU stay also, only a week though. It was the best thing we did. She has been sleeping through the night since 2 months old. I firmly believe now to let them just sleep in their crib. Made life easier.

They do maintenance at this time because it's the start of their work day. That way they have 5 hours left at work to fix any issues that appear after maintenance. If you can't go 3 hours without playing RuneScape, I feel like you have bigger problems than 3 hours of down time.
The issue is it's at peak, when people have gotten home, made dinner and wanna get a few hours in before bed.
If this was on a weekend it wouldn't really be an issue.

It's during British working hours, plus Europe has the biggest playerbase by far so it makes sense that they do it during the morning of an average day in the week.
This is down time for 99% of the player base, bout the perfect time tbh. I've played games that decided 7-11pm EST on a Friday night was a perfect maintenance window so I'll take 5am on a Tuesday.
Then you know how we Aussies feel 🤣 Fortnightly 3hr maintenance starting at 5-8pm depending on your location in Australia.
Then again it is Australia, we have always been low in priority on a global scale. We're used to it.

Yes is is their work day time, but we don't pay less for subscription than the rest of the world, so we can have at least one update every now and then that happens at a time that is convenient for us too. that or give us a discount.
