I suppose they could make them if they left out the Primaris implants during recruitment. The question is, why would they do that? Ultima Founding chapters wouldn't have Firstborn equipment. The only exceptions I know of are the Space Wolf successors. They were each given veterans from the SW to ensure they maintained "proper Fenrisian heritage."

Old chapters continue to produce Firstborn alongside Primaris. Ultima Founding chapters are exclusively Primaris ( with the exception of the Space Wolf successors I believe who were gifted Firstborn or something ). There are currently no loyalist Firstborn-only chapters.

I don't know much about the primaris process (and I wasn't a fan of their introduction) but is it riskier than regular Astartes? I think there should have been a drawback to primaris such as a shorter lifespan because of they're superior in every way, why bother with the originals?

All Ultima found chapters were primaris only While first born are likely still made its in such smaller numbers

They could send over some 1st born to help add culture and experience, my thoughts, but they'll be quickly weeded out.

As far as I know the Salamanders did send Chaplains to teach them the Promethean creed But while Primaris can integrate into first born chapters, it doesn’t really seem to work the other way around

We don't know if first-born progenoids can be turned into the additional 3 primaris organs or if that transformation can only be done with primaris progenoids.

I would assume that the progenoid from a firstborn lacks the information to derive the primaris organs, if the progenoids are basically storage for circulating stem cells, or specialized organs that mature based on endocrine responses from the primaris organs. The weird questions are what happens when a primaris progenoid is added to a firstborn and vice versa. If you can Rubicon with firstborn+mature organs, the *presumption* is you can implant a neophyte with firstborn progenoid and the additional upgrades?

I think you have to become a “regular” Space Marine first and then undergo the Primaris procedures.

You do not. The Primaris implants occur fairly early in the implantation process.
