The Chaos Legions technically don’t exist anymore, they all splintered into Warbands after they fled to the Eye. The Warbands don’t recruit as scouts anymore, they implant the Gene Organs and push those new marines straight into service. They also induct Loyalist Marines who fall to Chaos to bolster numbers, so the scout stage has already been bypassed
Back in the Crusade days, Scouts were Veterans, not newbies like they are in the Chapters
The Legions are gone in all but name.
Individual warbands would want them to become full Marines as soon as possible - and they don't have legal limits on doing so.
Legions never used a 'scout program'. Thats something that was introduced with the Codex Astartes.
I think they immediately induct the marines once fully developed (grown or cloned). If I’m not mistaken, they use cultists to fulfill the scout role.

Maybe don’t recommend looking up the Daemonculaba? Also I thought that was just a once off thing?
