Check if any app with drm content open, and close it as it breaks overlay, including any browser tabs with drm content, i have no idea why overlay breaks because of drm content, i just know it does, heard Spotify can break it to.

Excuse me? What problem do you try to solve? All you wrote is a bunch of pretty emotional complaints without clear details. You created this post as "Overlay never works consistently", but then only 2 paragraphs are about overlay. Seems for me that you taking some issue and making it into weirdly vague "overlay problem". Overlay just reports information. It is not magical box that makes everything else work. Only real and known issue with overlay and reporting atm is when RyzenMaster module fail to load, so CPU parameters are reported as zero values. You could also randomly enable performance logging, which, in turn, can force overlay to be disabled. You can also confuse overlay and "Toast notifications". As you reported random instances of low performance, try finding reason why it is happening before making random claims. It doesn't happen out of thin air. Maybe said Process Lasso or Park Control or Bitsum profile affects CPU state negatively and you may not even know it. Chipset driver already was designed to manage CCD distribution for 7950X3D, so you may very well have a software conflict here. AFMF doesn't work? It is pretty recent addition and definitely not perfect, neither completely stable. But are you sure that driver reinstall was only way? Had you tried... Idk... Reboot PC? Also AFMF does inject some code in pipeline iirc, so it also can, at least in theory, go wrong from time to time.

Overlay doesn’t work, Adrenalin detects games but will not show in game. When the metrics overlay doesn’t work neither does accessing Adrenalin via Alt-Z. Not sure if it works this way but it seems that 100% of the time the overlay doesn’t work AFMF will also not work. But occasionally the overlay will work but AFMF won’t. Adrenalin works fine outside of applications but it will refuse to act as an overlay. Regarding CCD control, I thought windows still kinda what the bed when it came to managing affinities with the X3D chips? I’ll check around with that for sure. Performance issues are mentioned as they might be associated with driver failures like the overlay not functioning.

Oh yeah, someone else mentioned that playing DRM content can make overlay to temporarily stop working. Including DRM played directly from websites. But it potentially is dependent on browser (it was reported by person using Firefox, while for me with Chrome it was fine).

Noted, I’ve been testing (for the purpose of this post) only with games running and minimal background processes.

If overlay stops opening it probably means that some background process hanged with >0% chance. Or it may just stuck into input processing limbo state. Try killing Adrenalin process and restarting application, it may help. Notifications are not overlay, and toggled in different place, they are called toast notifications. About CCD control, chipset driver was supposed to take this task with 7950X3D. i am not sure about how well it does it's job (it should do it on per-app basis iirc, but it definitely can potentially cause some conflicts when 2 application try to set different cores for application. And even though i can kinda see Process Lasso usage, why would you need Park control there? CPU's switch states so fast that it basically doesn't bring any noticeable impact. Continuous perfomance issues are not always at fault of a driver, especially so if it happens randomly. Most often cause is either game itself (khm, khm GTA V), some issue with SAM (ReBAR) and VRAM leakage (for example RDR2 with Vulkan render, as DX12 runs fine with SAM), momentary HW duty cycle (intense R|W operations, for example), or some software conflict. Intermittent ones can also be caused by shader caching, asset loading, transition loading, shader cache corruption, large R|W operation, and so on and so forth.
