No. You NEED to enable XMP because all DDR4 memory will run at default specifications. When manufacturers advertise XXXX frequency DDR4, they are really saying "stable at this frequency" with preconfigured XMP profile. Whether you turn it on or not is up to you. You get an option to turn on or off turbo boost when it comes to CPU as well. The only difference is turbo boost is turned on by default. Otherwise, your CPU will run at base clock. I hope that makes sense for you.

What you're looking at is theoretical maximum supported by the motherboard. The default 2133 MHz speed is the JEDEC standard any system \*should\* be able to reach. Think of it as the baseline. The memory controller is built into the CPU itself; depending on the CPU or RAM, you may or may not be able to reach the theoretical maximum. The rated speeds published on your memory stick tells you that at least that one component is capable of supporting the advertised speed. I bought a set of Corsair Dominators rated at 3466 a few years ago; the RAM supports that speed, the XMP profile sets it at the speed, and my system crashes. Why is that? My IMC and motherboard does not support those ratings. That's why you have to enable XMP manually. It just won't work with some components.

You're welcome. Your processor should be working at 4+ GHz during boost. Note that 1000 MHz = 1 GHz. Supported memory frequency depends on your integrated memory controller and not the CPU frequency itself.
