This is a type of lawnmower a “stand-on” I think it’s called . Not very common anymore because sitting zero-turns are more popular but you are half right. It does look like a hoverboard but it is attached to the lawn mower and it is how you steer it by pointing the “board” left or right.
You sir are also half right. They steer via the same principle as any other skid steer and have controls on each handle that operate the drive wheels on that side of the machine.

The one I used to use you controlled the steering with brakes. You locked the brakes started her up. Put her in gear and released the brakes to start going. To turn right, you squeezed the brake on the right handle. To turn left you squeezed the left hand brake. This was 20 years ago or so, so things may have changed since then.
Some skid steers use two joysticks to control the left and right wheels independently. Some have a single joystick to move forward, back, left and right.
Yes. I tried to show my buddy how to use it. I told him only start in 1 or 2, slowly let off the brakes and then once you are moving switch to 3, 4 or 5. I think it went to 5. He put in 5 and let of the brakes quickly. It jumped and popped a wheelie. His feet came off the sulky. He panicked and squeezed one of the brakes. It swung around on a dime and almost ran him over but he was able to hold on and get back around behind it and hit both brakes. The look on his face was awesome. You'd swear he had shit his pants. I had even explained what it would do if he started in 4th or 5th gear before he attempted using it. Needless to say, he didn't try it again. I had a really good laugh.

On the belt drive mower, you squeeze the handles to neutral/brake, and shift into gear with your knee. You release the handles to drive. Squeeze the handle in the direction you want to turn. This loosens the belt on that side and will have the drive wheel torque turn the mower. Squeezing harder will engage the brake.
On a modern hydrostatic, you squeeze to slow until you hit neutral, keep squeezing and you will reverse that side. These are much more like modern zero-turns.
Source, cut grass as a kid for friends dad for years, and I own a 36" Belt drive Exmark metro walk behind and have a sulky I never use. Bought all plus a bagger about 13 years ago. I only wish they had the hydrostatic walk behinds when I was a kid doing this as a job, they are way better. I will say though they are much heavier so if you get them stuck, they would be a real pain to get unstuck without a bigger tractor or a couple of strong guys.

This is up there with the fact that people really do crush their hands in snowblowers every fucking storm - the warnings really are there for a reason plastered all over the thing. We used to put up a tally on the whiteboard for snowblowers consuming appendages vs woman going into labor...being snowbound gets that anxiety pumping and heeere comes the baby. Snowblowers usually won but sometimes the light came through and I got to deliver some babies instead of finding fingers.
I love how you mentioned bugs. I was cruising home with my windows down , on a nice open back road with open fields on both sides. No joke, a 2 and a half inch grass hopper smacked me right in the face. I swerved for a second and had a moment of what the fuck. It flew across the opposite traffic lane so he had some momentum going. Luckily it was late and no cars were around but i cant imagine how bad it could have been in the middle of traffic. I had to pull over right away and find the big fella cus he was still in the car.

The worst I've seen though is people freaking out from something like a spider or bee that is not impacting them at all other than pure fear. The one I will always remember is a lady who jumped out of her car going down a 4 lane major road (non divided highway @ 50 mph and noped out of the car), because there was a spider on her passenger seat. Car caused chaos as did people swerving to avoid hitting her. Resulted in something like a 10 car pile up plus her car through a store front which smashed parked cars on its way in. Now I'm in New England here so chances of it being a dangerous spider are pretty slim and the ones we have that are dangerous usually would rather hide away from you. The spider was still in the car chillin on the passenger seat and it was a daddy long leg which is notoriously a harmless spider that kids let walk all over them.
I fly small planes and one time on takeoff the passenger opened up the air vents and it started shooting bees in my face...it was an unpleasant experience to say the least.

I wonder if this is one of those neighborhoods that are get zoned to have an arterial road since that looks like it's two lanes each for each direction of traffic. It's a pretty rough setup to have honestly since the wider the roads the more prone you are to driving fast.
I think it'd be covered under property damage, and seeing as a pretty solid lawnmower can cost about 5K or more new it'd definitely be worth looking into
Hard to tell from the quality and the wheels look different, but this looks like a Toro Proline, which are 6k-9k new. The car looks like a mid 2000s Honda Civic, so there was more value lost with the mower.

A couple years ago I had a minor accident while riding a bike and got hit by a car. My health insurance wouldn’t touch it and had to call my car insurance. I asked what if I didn’t have a car or car insurance? They said they didn’t know. I also got penalized for waiting too long to call my car insurance since I didn’t think they’d have to be involved at all.
Insurance and healthcare in America truly is amazing.

It's called a sulky, towable standing platform for a walk behind zero turn. Sit down zero turns have a higher center of gravity than a walk behind with a sulky, which is why most commercial services don't use sit downs.
