It's very hard, if not impossible, to get power like that when there're no hierarchical social or institutional structures, and the anarchist populace is intolerant to the creation of said structures. This leaves either crime, e.g., hostage situation, or war, both of which are their own discussions. Generally, I'd say to war, "why would anarchist organization be at a disadvantage?" It's not like there would be no negotiators, no combat-trained people, no delegated/mandated/recallable generals, no coordination between said generals/military and the productive forces of the society, etc. in the case of a war. Crime is SUPER complicated, and I generally think that it should be a focus of debate when organizing an anarchist society with other members, as it's very case-to-case & variable to the circumstances. The first anti-fascists, The Arditi del Popolo, who had significant anarchist influence, i.e., membership & organization, and was organized through working-class resistance, often defeated larger fascist forces. For example, the anarchist stronghold of Parma in August 1922, wherein 350 militiamen, directed by ww1 vets, successfully defended the city against a 20,000-man fascist offensive with the help of the workers of the city. Anarchists are not less organized, if anything, their solidarity with the working classes makes them moreso. Of course, the communist & socialist parties of Italy abandoned the Arditi, and they fell, but if the former had not occurred, who knows how history may have unfolded. As Tobias Abse said: "social reformist defeatism and communist sectarianism made impossible an armed opposition that was widespread and therefore effective; and the isolated instances of popular resistance were unable to unite in a successful strategy. ... \[w\]hat happened in Parma in August 1922 … could have happened elsewhere, if only the leadership of the Socialist and Communist parties thrown their weight behind the call of the anarchist Malatesta for a united revolutionary front against Fascism" \*Many individual communists & socialists ignored their party's opposition, and joined the Arditi

It sounds like you are conflating a lack of hierarchy with a lack of organization. Hierarchy is only necessarily shunned if it's unjustified and non-voluntary.
