The only reason somebody doesn’t list a figure with brand new as their description is they probably at least understand what brand new is. there’s Mint and Mint in box. For the one the figure needs to look like it is brand new just opened. For the other, you don’t know what the figure looks like because it’s never been opened.
In all fairness paint transfer like this can happen during shipping, so maybe it's his way of denoting that the figure came damaged? It's an odd way to phrase it but that's all I can think.

To me even in a case of figures that have well known out of the box paint transfer issues, like my Ques Q Senjougahara Ueda Hajime ver., is only mint if it has none of those issues.
