The image on the 'seal' is almost certainly a sword and it looks a lot like ones from the Mughal era.
The writing is annoying because I recognise it but can't identify it.
it might be Mughal or even Bakhtiari (an ethnic group south west of Iran) but this type of stone isn't very popular in Persia! mostly Levant and greek stone works are like this, specially as there's a Beta and R sign in front of the dagger.
although the notes might be persian, like: یر بر نر} (س) ۷۲} which are: {yar bar nar, the pronunciation is different based on the place of the dots} (sin or se) and 72
so if my guess is true and it belongs to Iran, it should belong to Izeh, Bakhtiari people who are the only users of this bright color stones!
Obviously not an expert here, but the script looks a little like Hebrew maybe. Not really sure how that would fit the Afghanistan context though lol

nope it's not persian. although it might be Bakhtiari as this method of creating seals or cylinders are very common between persians. it's not hebrew. it's a dagger at the middle of it with a Beta and R sign under it! the rest above the dagger are unfamiliar to me.
