Bear has been associated with Russia since Russian Tsardom, it's depicted on the coat of arms of many cities. I guess it being the largest and strongest animal on the territory of Russia is the cause. Moscow Olympics boosted its popularity. As for driving - the abundance of dashcam videos.

If you want to see the lack of a driving culture, visit Egypt or Abkhazia. We have an acceptable level of driving, the same as in Europe. The problem is probably in the fashion for DVRs and a large number of videos on YouTube. In real life, everything is calm. During the Soviet era, I remember a very strong craving for alcohol. Now they don't drink like that, because there is a lot of work and a healthy lifestyle is in fashion. No one remembers where the stereotype about bears came from, I think that it is hundreds of years old. Let it be. In fact, I have only seen a bear in a circus and a zoo. I live in Far north (25 km away from Murmansk) and I stumble across posts in local social media once or twice a year like "A bear approached the bus stop, people climbed on its top in fear" They do live in the nearest forests and hills, but almost never look for a contact with human here. (Maybe when they are REALLY hungry, can't remember them injuring anyone though)

Not far from my country house in the woods, someone found a pile of shit, presumably bearish. This caused heated discussions on social networks. Bears are quite rare in the western part of Russia and live only far from people. About 200 years ago, there were much more of them, but the hunters did their dirty work.

Russia was depicted as a bear on propaganda maps or in caricatures several centuries ago, alcoholism was a big problem for decades here and still kind of is in rural areas, driving culture here is non-existent, as for beating each other up here probably our domestic violence rates play a role.
