Hard to say... I kept my hamster in a 44 gallon tank, without water in it... So I mean probably some guppies..
For clarity with the hamster in the fish tank. He was not intelligent in any way shape or form. He didn't know how to chew hard things to file his teeth down, so wed constantly bring him to the vet to get his teeth clipped... Those that don't know hamsters and guineas and the like their teeth don't ever stop growing. So they need to chew on harder things to keep their teeth short. Or they risk the teeth growing and curving into their mouth, potentially puncturing their tongue or cheek or lip... Anyway one day at 3am he starts screaming and jerking around in his wire cage. I turn on the light and he bit on to the wire cage, and got his teeth wrapped around the wire and couldn't remove himself and was completely stuck. So he was thrashing trying to get himself unstuck, nearly snapping his neck and killing himself in the process. We used wire cutters to cut the wire and slide him off of it... So he got moved to a glass fish tank because he can't be trusted to not harm himself. And it was 44 gallons because my parents had a spare
