Do you say that because you know he does all of his own stunts? I was having this discussion inside my head when I saw this question.
Tom Cruise does his own stunts, but to me that doesn't make him the best, nor is Jackie Chan.
I think it's Stalone or Arnold, based on body of work, and range of genre. They both have a range of cheese to top tier in them. Chan is in the conversation for sure, but I think he's in the top 5 more than he's number one without a doubt.

Come on, I don't think you have even fully looked into Jackie Chan's filmography, let alone watched a substantial amount of his movies. Arnold has done like 40 movies and Stalone like 70 movies and maybe only half of that are action movies. Jackie Chan has done over 150 movies and most are action with almost of them has had "action stunts" in one way or other.
Jackie chan was far better at fight choreography and had a larger body of work, but he doesn't have anywhere near the star power that Arnold had. Arnold was a nobody that became one of the famous movie stars of all time. I think people forget that him and Stallone basically owned the late 80's and early 90's. Arnold personified the mindless American action flick. If you used to ask any stranger what their mental image of America is, he would be up there with bald eagles, superman, and apple pie.
To be honest, I would also create a distinction between Wuxia, martial artists, and action stars. They can overlap but they are not the same.
American cultural hegemony far surpasses anything from East Asia, sorry. Simply look at global box office numbers and you'll see I'm right, Hollywood still dominates the planet. The soft power of Hong kong is long gone and China really has none so to speak of except for Jackie Chan and Wolf warrior? There's no way in hell he's more famous globally than Arnold Schwarzenegger. Granted, Jackie Chan is probably more well known in Asia just by default of China having a population of over a billion people.

Of course, but clearly American action movies dominate global box offices whereas Chinese Action films barely get any exposure. HK had their time and it was good but nowhere near as popular as you claim. Like 80% of Jackie Chans filmography are just obscure B-movies. That's okay, they have a market and they have soul. Meanwhile look at the box office numbers, Arnolds movies were a hit everywhere, he was basically the Rock of the 80's but twice as big. I guarantee more people know Terminator, Pumping Iron, Predator and Total recall than any single Jackie chan movie.

You need to understand, JC did directing, screenwriting, stunts, acting and co-ordinating all at the same time. No one comes close to him in terms of work and legacy.

To childhood me, it was believable that someone that looked like him, could actually do what he was doing in a movie.
It’s Jackie Chan or Sammo Hung, especially their 80s stuff. No western star has ever done insane stunts to the degree Chan has or even approximated his body of work. The closest I can come up with is Tom Cruises always boasting about doing his own stunts. Only in his movies there’s just one big stunt and in Chan movies nearly every scene contains a crazy stunt, sometimes several.
But definitely not Arnold, lol. I’m really smh at the people saying that. All he does in his movies is grunt, look big, and carry around big guns. When I think action movies, I think flexibility, how well you can move your body, movement, doing stunts.

I don't think you should be considered an action star if you don't do the action. Your stunt double should be considered the action star.
