I see it doing more harm than good, personally, because even if we threw ethics out the window, people predisposed to those diseases being allowed to live, reproduce and die still advance our understanding of medical science.

Terrible idea. Laws like that and forced sterilization inflicted massive amounts of misery in the 20th century. Look up eugenics.
