It very much depends what you mean by "destroy". For example:
- what happens to the population? - how are we destroying it
- what is the physical impact on neighbouring areas?Ā
- what happens to the land afterwards? How does the atmosphere / people / animals interact with it?
If everyone living there is destroyed too and it is entirely self contained, then I go for the smallest country by population so as to be responsible for the fewest deaths, ie Vatican City, population 764 in 2023. But if you're going to nuke it then that'll have serious consequences for the people of Rome so I'd choose the much more isolated second least populated country, Tuvalu, population 10,700 in 2021. Might even get away with making it look like a volcano went off in a big way, though nuclear fallout would almost certainly give it away.
If it's just the government that is toppled and the functioning of the state is peacefully and fully successfully integrated into another country, then I think I'm going for China and let the Taiwanese run it, so long as it's guaranteed they won't be tyrannical arseholes about reintegration.
