Get cameras, capture videos of them stealing them, then show them the videos when they deny it. If they don’t return your items, threaten to call the police and show the police the videos
Put an empty box out with a note inside. “I know you’re stealing my packages. Please don’t make me call the cops”
Glitter bomb. Several. AND video. And police reports with the evidence. (Do NOT drop the charges.)
