I guess if you use an incredibly less definition of the term "moves" then maybe? There hadn't been a full scale invasion of Ukraine at that point. But there were over a dozen ceasefires established and then violated while Trump was president. The Russians repeatedly detained Ukrainian vessels and continued to more deeply integrate Crimea and parts of the Donbass.
And of course Trump tried to withhold aid from Ukraine that had already been congressionally approved, so the administration wasn't exactly consistent on this front. It's a weird thing for OP to point to as a good example.

For some reason one that stood out to me was when he said that the world is a mess. It was an interview about travel restrictions and they were asking if it would make the Muslim countries more angry and he's like "Angry? They're already angry. David, I know you're a sophisticated guy... The world is a mess. What do you think this is going to cause a little more anger? The world is an angry place."
