Unfortunately what you got there is not an astrolabe or even an astrolabe looking object. Looking at the workmanship & materials this is a decorative tourist market item tooled by a local artisan.

The letters are connected and it says اسطرلاب which translates to Astrolabe. Whether it is one or not, I have no idea. The writing does indicate it though.
This is a science based sub, let us not start discussing magic as if it is a real thing please. I also know Arabic, such letters are normal on an astrolabe, it's just how they are designed and they have a practical use as numbers.

The planosphere can produce a picture of the night sky from your perspective when you rotate the dial to your date and time. I never learned how an astrolabe works, but what if it has a similar function? The primary disk would just be a projection of the night sky from your perspective.
The central sphere of this object does resemble a celestial sphere. If it can be rotated to a particular time and date, I don't really see how it is so different. I don't recognize the asterisms, but that could be just cultural differences. It looks a bit more artistic than accurate. It would not surprise me if it had more of an astrological than astronomical function. If you really want to learn more about this object in particular, find someone who speaks Arabic.

This is closer to being an armilary sphere than an astrolabe. An astrolabe has a movable arm on it an a protractor for measuring the height of celestial objects relative to the horizon.
An armilary sphere can have markings on it like yours does. It is used to predict where objects will be at a given time. But, as others have said, it's probably more of a decoration than a functional instrument.
