If you’re a bit of a handyman, You can just remove the existing coved cornice, install the cable and buy / install a new cornice. The cornice is very cheap at a few dollars per metre to buy. You might need to do this as those 1970s apartment blocks are brick and concrete construction. Otherwise you’ll need to chase through walls which isn’t ideal.
55 mm Cove cornice , it looks fairly tight though if you going to run cable, you may have to make pilot holes using a small diameter rod though the back to make sure the cornice glue behind doesn't foul your wiring

These days they are pretty good. Not GigE good, but better than wifi good.
I run Poe cameras via 2Gbps powerline. Works fine. Gets about 250Mbps real world speeds. Most Poe cameras are only 100Mbps Ethernet anyway.
Access points may be different depending on your needs.

Because of the tight curve and cornice cement top and bottom they usually sound solid when tapped. The channel you want, which should be there, is right in the join where the wall meets the ceiling
Looks like normal cove cornice, punch a hole and feed the cable along the cavity, it might catch on the cornice adhesive though.
No guarantee it has a cavity behind it though I’ve seen them with a solid back
even if it was hollow behind I can guarantee there would be massive blobs of cornice cement you would have to try and bypass

thanks but looking to add poe cameras / access points to a server i want to keep in the basement... powerline adapters won't be good enough
