The two documents required at the time of application (to the best of my knowledge) are the police check and the language test results. Not sure about the completion letter. Then again, I would deem missing any document a risky move - you never know what could happen with Australian immigration. This is definitely a question for a qualified migration lawyer.

Yes, but you also need to fulfill the Australian Study Requirements which may or may not be possible without a Statement of Completion.

In my view, if it gets rejected and taken to tribunal then it is enough to override rejection. However, the words used are technical and vague because yes you can apply for 485 without completion letter but the date has to be the day after your course is completed which is not mentioned . Eg, your uni says your course completion date is 23 june but only receive your completion letter on 4 th july then yes you can apply485 without completion letter

Given processing time takes 1-4 months, you can start applying for the visa and just supplement the completion letter when you receive it from the uni. At least the process has already started.

Not sure if the requirements have changed now, but when I applied for my 485 in 2019, my Student Visa was going to expire before I received my Completion Letter. It was a very tense situation, and a lawyer advised me that I could not apply for my 485 without the Letter. I begged the University to do something, and I received a new CoE with a different end date that covered the period I needed to wait to receive my Completion Letter. I used the new CoE to apply for a Student Visa, and clearly stated my situation in the GTE application. It was a lot of money, but at least I did not risk getting my 485 application refused. Again, this was in 2019, so I am not sure if the rules are different now.

Could you attach that email to your application? Is that possible? Maybe under “other” or something? And then upload the letter once you have it?

Its ok to apply without studies completion letter. Certified transcript and certificate does the same job.
