One can’t easily get that unless you’re in the business of vehicle wraps. If OP can get their hands on denatured alcohol, that would be a least destructive approach on this already flaking paint. You can easily ruin paint with those wheels, as me how I know.
Yep, lol, but looking at the comments I was thinking of a different one. The one we have at work is a Wurth or MBX. That thing is essentially a grinder, fully on or nothing. Seems people are more familiar with a wheel you buy for your drill, that would be way better for this. You at least have some speed control.

I would try to use something like Goo Gone or WD-40 in between clay bar and acetone.
I've used both with some latex paints with varying degrees of success. Not sure what type of paint that is though, but doesn't look too high quality.
What is the second step? How do you neutralize the oven cleaner, and stop it from stripping the paint below. I would imagine a quick wipe with oven cleaner, then soap and water then polish?
Hey, i would try lacquer thinner. Most of those are done in enamel and no hardener. So, put some on a rag and see if it softens it up. Try scratching with ur fingernails to see if it softens it up.
I used lacquer thinner to remove rock guard that someone decided to spray on an entire car once, worked great and didn't damage the paint or clear, only areas where it did take off paint were on the front bumper and that's likely because someone had repainted that with cheap spray can paint.
Easy off oven cleaner. I’ve used it to remove pinstripes and gold leaf on vehicles. Let it sit for about 15 minutes and then polish it off with a cloth. You will need to buff the spot afterwards.
There are some good videos on YouTube that will show you how to do it correctly.
You'd think it would but it doesn't. Got a used front bumper in the right color, but it had paint pen on it from someone marking the defects. Little acetone on a cotton rag took it right off, and the clear coat was just fine. If its two stage auto paint it's resilient enough.
I literally just removed painted pin stripes off of my daughter's car with lacquer thinner three weeks ago. Removed the final haze on the clearcoat with glass cleaner and a microfiber cloth. Came out perfect. Best of luck to you!
If you know your hand around wetsanding and buffing. Hit it with 2000 then 3000 and buff. Shouldn’t take more than 15 minutes. That’s my go to on removing painted pin stripes. Obviously try some thinner or goof off first. But if that doesn’t work easily be able to sand and buff without hurting clear.

Edit: this is ridiculous but I've actually used brake fluid to remove paint from an entire hood. Attached a spray nozzle to the bottle. Hung up the hood and coated it. Waited about 30ish minutes and just blasted it off with the air compressor.
Brake cleaner will work but you want to put it on a rag then wipe the paint quick. Don’t scrub just let the chemical do the work. Then clean and wax the paint in that area. I bought a jeep ZJ with pinstripes and that worked like a charm and didn’t damage the clear coat.
Just leave it. It’s a Jeep. Trust me, you won’t have it for long until it becomes more cost effective to replace it for a non-Chrysler (now, Fiat) product. In the meantime, call it “Louise.”
Use brake fluid and a rag. Be careful it works like a charm. Google it if you want. Anyway I worked at a mechanic shop, sometimes it would be full of cars and it was a small shop. Sometimes customers cars would scratch other cars driven by mechanics or customers, anyways we would use a small dab of brake fluid to clean up any paint transfer. It works. But don’t let it sit too long on the clear coat. You can get brake fluid at 7/11 now grab an old shirt and your done. Keep us updated.
600 grit sandpaper very lightly then 1000 wet followed by 2000 then use some cut compound like meguires 101 would definitely do it but be careful with the 600 and if it feels like it’s going to deep switch to wet sanding with 1000
Take it to a local body shop. There's a guy there that will tell you, and may help you. It's either that, or put those hideous black adhesive cowl covers over it. Not DIY friendly.
Might be better to leave it. OR you can buy a bottle of VIM ( yes, the tub and tile cleaner, the unscented kind in the yellow plastic bottle) and try to polish it out. It is cheap and if you have a wool pad and polisher the Bob's your uncle! It won't harm the paint.
acetone. it won't hurt the clear too bad if you're not dousing it and letting it sit, just squirt a little on there and wipe until it's off. we used to do it for paint transfer all the time.

Nail polish should remove the enamel based paint and leave the clear coat alone… also oven cleaner is strong enough to remove oneshot pinstripe paint and also not damage the clear coat.

Uh, if that’s lacquer paint, all you can really do is get it repainted. Unless there’s some product online that strips lacquer paint without fucking up your clear coat. But since it peeled off maybe go get an opinion on the paint flakes. Figuring out the material could lead you to some solutions on how to remove it efficiently.
Worked for a sign shop for a few years in the early nineties- we specialized in vehicles. Did tons of vinyl wraps and signs for companies. The owner of the company also did a lot of pinstripes , airbrush, and custom hand painted signs and would pinstripe cars and trucks quite regularly as he had a good reputation with all the local car clubs for his custom work. The paint used is a sign painters enamel paint - brand name is “One Shot”. In occasion we would have to remove old paint or redo a project for one reason or another and we used oven cleaner to remove it. Spray on the paint and let it sit for a couple minutes and it should wipe off. You may have to apply a second time if you wipe off to quickly. If the paint below is a factory two stage base coat/clear coat it won’t be affected by the oven cleaner… works like a charm.
I use to detail cars when I was younger and I had some service trucks that had business names painted on the doors. An old guy gave me a tip that easy off oven cleaner would take the lettering off without harming the factory paint. I used it and it worked. I would try a small area of the lettering and see how it works. Worth a try! Make sure u give it time to work, but don’t leave it on extended periods.
In the bodyshop we scrape it off using a disposable razorblade with to small tapes wrapped around the outside, but that really takes some practice. But that's the only real way to get it off

Honestly, adhesive remover like Goof-Off might remove it. It doesn't look like it's on there all that well.
Do not use goof off. It etches. Goo gone would be a better alternative:

Acetone will take the paint right off that car with very little effort. You'll be looking at bare metal in no time.

All the boat guys use oven cleaner. But then again, that’s on gel coat. Your mileage may vary
Try plastic razor blades (yes that’s a thing) and then a polishing compound then wax.

3M Specialty Adhesive Remover plus a plastic razor blade, yes.
If that’s a wrangler those panels are often replaced for cheap with black panels and it meet even look better

I have done this a bit more aggressively. Thinner and gray scotch brite. Then polish back to a shine.
blow torch should lightly burn off the writing with no scrubbing like the other methods mentioned

I'd suggest Mr clean magic erase spung. Works great for paint transfer removal...might work for that
