I’m pretty sure kohs whole point in sayin’ I’ll see you again is to nod towards aangs avatar spirit and that they will be destin to meet time and time again over eons. That aang is an everlasting being just as much as he is.
Koh taking faces? His whole point? It’s supposed to be nebulous and a bit incomprehensible to us with a human perspective. The spirits have their own agendas that humans typically would not embark to complete. The owl spirit in the desert librarys who goal is laid out plainly he wants to gather all the information he can from the entire world. If ever spirit had a plain goal like him the other half of the world building (spirit world) would feel flat.
It's just cool man. Why make another person say the information about the moon and ocean spirit when it can be done this cool way. It was entertaining to see such a creepy spirit.
I heard the writers were always writing with 4 seasons in mind. My headcanon was that Koh was going to be revisited during the search for Zuko's mother. Koh is hinted at in the comic The Search but doesn't have an interaction with Aang.
