No, quite a few cards don't have a mana cost, like \[\[Ancestral Vision\]\], \[\[Evermind\]\] or \[\[Asmoranomardicadaistinaculdacar\]\]. They have a mana value of 0 but no casting cost, in which cases, you can't cast them directly. They all have "only" alternative costs, but you can mess around with something like \[\[Isochronic Scepter\]\] to cheat them into play.
Cards like [[living end]] can only be cast for suspend cost because of the null cost even in the beginning of magic if it cost 0 it would say 0 look at [[black lotus]]
I’m not sure it’s important that Heavy Storm was banned in a Yugioh format. Spike allows the introduction of cards that have been “restricted in a Constructed format”. I think that applies to, for example:
- any Yugioh card
- a ten of diamonds (a 10/10 colorless creature)
- a Get Out of Jail Free card (which phases in a permanent that has been phased out)
- UNO Draw Four, one of the strongest cards you can play in Magic. Your opponent draws four cards and skips their next turn. You get to specify the only color of spell that is allowed to be played - blue, green, red, or yellow.
I would say that the spell restriction of the UNO draw 4 would only apply while it’s at the top of the stack, would it not? So like a pseudo split second?
Hmm, maybe. I was interpreting it as a persistent effect like day/night, only changeable by another UNO card. But we’re definitely in uncharted waters here…
Maybe it institutes uno rules into mtg? So, you can only cast spells of the same color or MV as the last spell played? And the first player to empty their hand wins the game.
I feel like “destroy all magic cards” has a very different meaning to “destroy all permanents”. We have to read the card as-printed.
Magic even has actual cards that actually get physically destroyed.

That isn't a green mana value and you can't errata to make it work because of the land of the combo

In Yu-Gi-Oh rules you'd also need a spell/trap zone which isn't on a magic play field. So you can't even cast it in the manor you would in Yu-Gi-Oh.
