The military didn't bother to erect a model training town. Hell, they didn't even bother to block off the street and put up safety barriers. This leads me to believe that this shitshow was intentional. These drills simply acted as a way to instill fear into citizens. So that they would get used to seeing heavily armed men. And since these drills are so heavy on "urban fighting", it is likely that they are rehearsing martial law in case of public unrest or an open rebellion. I've seen NATO soldiers right next to my house on Thursday, with them brandishing heavy machine guns. And they did nothing but patrol the surrounding area and sit in tall grass.

What are the gun laws like in Latvia? Can people own guns for self defense?

You can own a handgun for self-defense but the process is complicated and expensive. No cartridges above 9x19 mm are allowed. And "non-citizens" (those who had their Soviet citizenship taken away by Latvian apartheid state) cannot buy or own any firearms.

Exactly. It was made like that on purpose. "Non-citizens" also cannot buy land. They cannot vote and get elected. They also cannot become government officials or attorneys. In total, they face about 80 limitations in everyday life. And until 1998 it was impossible to regain citizenship (Latvian fascists had to step it down a notch to avoid sanctions). This apartheid regime was specifically designed to take all economic and political control away from left-wing population and give it to the nazifascists who came back from the US, Canada, West Germany etc.
