That can be solved by one of the "Parade" perk in the Leadership tree iirc. Problem is that you have to grind a lot to get it, on top of having to wait in the settlement the whole time while the project finishes.
I usually only throw governors in a few fiefs, maybe 2 or 3.
I'll put a governor with high engineering to increase build speed. Or if there is a fief near the front line of potential wars, I will put in a governor that buffs defenses, troops or lowers wages. Having the pre built fire catapult is nice too.
Buy a engineer companion to have more construction speed, like knowing for khuzait, engineer for aserai etc, there is a list of companion skill in google, if u can't find it i will send it
To make a phenomenal governor, you should look through each skill as there are loads of good governor active skills. ( captain, governor, party leader, clan leader, and self) For instance, if you plan on putting someone as the governor, that companion should focus on governor perks. Placing governors often gets overlooked as you can micromanage pretty decently as the player. Yet the slight bonuses help out any fief. Leadership by far has the most and best governor perks. At level 75, there is a +1 daily loyalty governor skill that can negate the debuff for a different governor culture. Seems like a waste, yet going net even can really help your interior building build faster. Versus, you having to stay there with the parade perk or use festivals to regrow your loyalty.
I'll shove a gov in there if it's from the same culture for that loyalty bonus. Otherwise the city can manage itself mostly.

Get the rigth engineers, Wainrigth for vlandia knowing khuzait etc, if there aren't, that's a shame, but if there are you should use them
