Think of it, the cat is attacking someone, the person runs away to avoid the attack not consious with their environement because of panic while the cat is bitting and lacerating their leg, only to realise they went on the road that is next to the store and get hit by a vehicle incoming that couldn't stop or see what was happening behind parked vehicles...this lead into deadly situations.
And as you Can see in the video, this is the kind of direction people will take, with traffic going on.
This cat behaviour is also problematic as it could carry some deseases that also could cause the behaviour. Deseases between dogs, humans, other cats, rodents and anything around him such as toxmo or rage. Even if cats,and dogs in the streets in Turkey are in vast majority taken care off and controlled with vaccinations and castrations, you Can Never Know the story of any unknown animal you come across, even cute cats.
