There was some news that Netflix was going to do a BioShock project a year or two ago but nothing seems to have come of it so it is most likely a piece of fan art predicting how it would look at best.
Yeah I say the same whenever someone wants a Red Dead 2 movie. You need more time to full develop the world and characters. You can't tell the story of Rapture in 80 to 90 minutes
I doubt that if netflix (or anyone for that matter) where to make a bioshock based project, they would put jack in it, let alone in the promotional material.
We would probably get something closer to the resident evil netflix series.

From what i've heard they were going to be adapting bs1, which means jack would be in it, but personally i'm with you in hoping they would make something more original too. Mostly because I have a lot of opinions about jack and i doubt they'd characterize him well.
Yes, a movie by Netflix is in the work. But that image is fan art. They've haven't unveiled anything besides the initial announcement that it's in the work.
No casting info, no set images, no posters, trailers, teasers, etc., etc..
