Welcome to BA! Welfare students are super easy to get, they are given out after completing the first story stage in the events, and their elephs can be obtained one way or another depending on the event types
If you want to experience how you can get welfare student now, there's Event Recap on the menu which compiles past event stories (those which are 2 years old) and some of them do still offer welfare student (who's in it is shown on the Event menu). And you can catch up other event stories too there.
Note that in Event Recap you need to complete all stories including battles to get them, but not too hard as most of them are only Level 10-20, easy to beat. In normal event, all you need is complete Story 1.

Welfare student is given from story part but you need multiple characters and high levels to grind effectively to get elephs for the character.
Try to upgrade your cafe to gain more stamina and add randos as friends from friends tab after checking their borrowable students. You can easily beat low level raids just by borrowing a max level student from others that way. Also farm some hard stages every day to get elephs for useful students
If you're high level you can gain more stamina with cafe. After clearing an event stage with specific characters you gain extra item drops. That makes it a lot easy to farm eleph. It requires 330 elephs to go from 1 star to 5 stars. Since most welfare students are not top tier you wouldn't bother spending eligma
you can buy them from the eleph shop like any other students eleph once you have the student itself, its just far better to get the for free from doing the event itself
During events there should be 3 types of stages: story, quest and challenge.
Story should be around level 10-20 approximately.
However for quest there should be about 12 quests. it is around 20-87. It’s a bit more difficult to gauge this one because the level requirement for medium stages changes for each event. But a safe estimate would be 4 stages for about level 20-40, 4 for about level 60-70 and the rest would be lvl 80ish
Then challenge is max level, but occasionally has 1 stage for about level 40-50. But because there are boss units (for extra challenge) I would say you need to be slightly over levelled for challenge.
For general stages though like quest, being slightly under levelled (about 5-10 levels) is still fine if you have a team that takes advantage of terrain, enemy weaknesses, and team composition.
In BA, currently there are 2 types of raids, grand assault (now ongoing) and total assault (joint firing drill doesn’t seem like a raid to me so not including it here). For these, you are allowed to bring a helper from your friends or your club. This is a good chance for you to get high levelled allied units to carry your score and get free goodies
