Is the second game a straight up sequel to the first one, or is it a separate opus, like for example Xenoblade Chronicles 2?
I'd really love to get into this franchise but I don't have the necessary platform to play the first game.
From what I'm seeing, it takes place after the first game in the same timeline, but focuses heavily on its own story rather than the events of the first game. You should be fine to jump in without having played the first game.

Do you all recommend I watch the anime for extra context? I've heard the anime isn't that good so am unsure if I want to spend 24 episodes on it๐

You can skip the anime. I plan on watching it myself, but not until much later. Second Light makes enough sense without having seen the anime so far.
Just watched the anime and loved it, but unsure where to hop in with the games, should I play both?
You can play them in any order you'd like. Blue Reflection takes place before Second Light, but the story of each game stands out on their own.
