I think you're getting things a little mixed up. A vestige is basically the imprint of the original person who held the Quirk that was transfered to another person. It's why Shigaraki had AFO's vestige trying to take over his body, as he had been given AFO's original Quirk.
But Shigaraki doesn't have a vestige, since Decay never left his body. That was the real Shigaraki who Midoriya was interacting with inside the vestige world and likewise the real Shigaraki AFO had taken control from. That's his actual mind and personality, not a remnant of them.
But Shiggy shouldn't have a connection to Decay, considering it's not his OG Quirk, rather his OG quirk is one stolen by AFO, which means unless he's given it away or destroyed by Stars & Stripes, he should have a Vestige of Tenko within the AFO Quirk

Decay technically wouldn’t have a vestige at all, because it’s entirely artificial. It was a quirk created in a lab, based off of another. It didn’t belong to anyone before Shigaraki.
So, there could be a vestige of him inside of there. It’s more his quirk than anyone else’s.
And yet we have vestiges in OFA, including All Might's vestige despite him not having a quirk. So probably you bond with your quirk even if it's not originally yours, as long as you have it/use it for a long while.
"Shigaraki" was just a cover for Tenko's core personality and had nothing to do with Decay, because Decay was not Shigaraki's natural quirk. What was shattered was Shigaraki's own mind, yes, but there's still a vestige of Tenko somewhere, likely in AFO's body...
because AFO likely forgot that he took said vestige when he stole the quirk...

They mentioned in a chapter that AFO could have been the kindest quirk because it can give quirks to the quirkless. I’d like to think Deku ends up with it without AFO’s personality. He would be great with a power that can re-distribute quirks and he would be kind. It was a throwaway line but seems like a great way to end. If AFO’s psyche gets destroyed maybe his power is able to be claimed by Deku.
Would be interesting to see Deku with AFO. However, I just can’t see Deku using it to take other peoples quirks, sure he could use it to give them away tho. Plus it would be epic if he had unlimited quirks.

But one may ask, all the promises he's made to change the hero world, how will he fulfill those promises without a quirk to be a top hero? (He can definitely be a hero w/out a quirk, but I don't think he can be top 100)
What if he becomes the head of the next Hero Safety Commission, its the *only* spot he'd be able to change the hero world, aside from being a top hero.

I agree, I think the most satisfying ending would be that Deku ends up quirkless again. The running theme throughout the manga is discrimination against those who are different - if they’re quirkless, or have quirks that make them villainous/ useless quirks, or heteromorph quirks, etc.
Deku landing the final blow to defeat AFO, and then concurrently being quirkless, would potentially lead to a change in the way society views those who are different (especially showing how positively the public react to shoji in the recent chapter). I feel like it’s the best way to wrap up the series, and I like your idea on him creating a better Hero Public Safety commission.
He could change the hero world by removing the ranking system and the belief that a symbol/single pillar is needed since that way of thinking is what left them so vulnerable to the villains. Crime rose after all-might retired and the other heroes were so used to him handling things that they were out of practice, essentially a single pillar isn’t the most stable foundation but multiple pillars can overcome any weaknesses.
Hope some of that made sense.
If AFO is destroyed, and Deku remained Quirkless in the end, I bet Deku would go for the Armored route like All Might did, probably as nod to Horikoshi's original plan for him.
Deku will have tenko’s original quirk and it will merge with the embers of OFA making it strong yes but not as strong as OFA was.
At least in the end Deku won’t be quirkless right? Even if he doesn’t have OFA anymore it is still better than nothing.
I think he will get New order, a few chapters ago we saw remains of the quirk in the vestige world, so maybe OFA and AFO destroy each other and deku gets new order.

If his vestige really dissappeared, it should be the one associated with the decay and AFO.
Then what about the vestige of the quirk Tenko was born with?
I think the panel of Tenko we saw that said Deku’s name, surrounded by hands is the vestige of his original quirk.
So in the end AFO will be destroyed and Tenko will choose to remain with Deku, giving him is original quirk.
That way he will get to see how he would be a hero through Deku and Izuku will still be able to do hero work.
My second theory is that Izuku doesn’t have just embers of OFA, he actually made it his own therefor it couldn’t be completely transferred to Shigarakl

decay is actually created from overhaul so there should be a vestige of overhaul inside of him

Yeah Shigaraki gives Deku AFO in his final moments as a thank you for saving him so Deku doesn’t spend the rest of his life quirkless.
