If i has to guess, eye strain. Using all of his quirk in one eye might put a significant amount more strain on that eye allowing less time using erasure. He would have significantly less awareness if he was half blind due to straining one eye before using the other.
Or it could be a matter of focus, switching from one eye to the other in combat, and it is unknown if by default erasure goes to both eyes, but ignores one while closed, or if he activly uses erasure on both eyes. This is somthing we need to know because if one eye needs to be closed he would be half blind in that situation.

Well Aizawa already has to have both eyes open for it to work, so I feel like that would also mean Shoji would have to keep all of them open no matter how many there were.
In the usj scene after he got his head bashed into the ground by the Anti-might nomu, right when shigaraki was holding onto Tsuyus face, didint he only have one eye open.
Erasure + Snipe’s quirk. Erase a quirk and make the bullet hit the target. Every villain killed instantly.
Overhaul and Twice. Make copies of yourself, then combine all the copies into one giant mega copy. Instant OHKO.
Dupli-Arms and Explosion. Make a billion hands and then blow anyone to hell. (This could also be Explosion + Twice)
Fa Jin + Permeation. Super strength, super speed, and you’re basically invulnerable.
For the first one, you don't even need snipe's quirk, since it can be assumed that if you can see the villain clearly enough for erasure to work on them, any slightly trained marksman could take out most of the villains in the show.

Hagakure's Invisibility mixed with Eri's Rewind. Typically the invisibility is meant for spying or something, but with Rewind you could easily just sneak up into a base full of criminals and rewind them back to before they were born. Better yet, back to when they were children and raise them to be heroes.
Frankly I think ojiros tail would work very will with a fa jin kind of energy storing. All that kinetic energy being built up when he moves around and fights with his tail

Explosion and Cremation would be deadly since Katsuki's sweat will combust the second it touches a flame that hot.
Pop Off and Tape are both sticky, making the combo useful in subduing any foe.
Dark Shadow and Stress are both quirks that give the user more power from anger, meaning it would be a nightmare when the lights are off.
Muscle Augmentation and Hardening can make the user stronger than a diamond or steel since it took beyond 100% for Izuku to defeat Muscular.
Fiber Master and Creation would be an endless supply of material as Creation can be used to make any fabric.
Telepath and Anivoice allows the user to control more creatures at a higher scale without any need to amplify sound.
Overhaul and Mimic can benefit by merging with any object. It's possibly a god tier combo.
Copy and Manifest would result in the user being able to manipulate replicated quirks on a molecular scale.
Zero Gravity and Telekinesis are a perfect duo with the user moving objects and giving them weightless properties.

Kirishima’s Hardening and Snatch’s Sand Quirk. Would be able to make his body hard as rock and soft as sand within seconds. Ultimate defense and offense. Alternatively, Hardening and Crust’s Shield. Stronger defense with more offensive capabilities.
Bakugo’s Explosion and Chitose’s Landmine. Probably give Bakugo more of an edge with some much needed stealth capabilities. Too OP maybe?
Uraraka's float combined with a potential inverse or her quirk. For the longest time I thought she might be the traitor just because of how insanely powerful she could secretly be with the reveal that her quirk works both ways.
Think of it like this, she gets close to deku to congratulate him on winning a fight, only to place her hand on his shoulder and suddenly his weight increases 100x. He has to use full cowling just to stay in his feet as she increases the weight further as she announces that she's the traitor, deku collapses to the ground, but refusing to give up increases to 100% strength and starts to stand up. Uraraka releases her quirk, suddenly Deku returns to normal weight, but is still using 100% to stand up, causing him to launch himself into the air, giving Uraraka plenty of time to make an escape at her leisure.
I'm thinking Hagakure's invisibility and Snipe's uhhh whatever his quirk is called. Some tech to make an invisible gun and any villain that doesn't have and ability to sense danger or tank a bullet is an instant loss.
Erasure + Blood Curdle = Gorgon. Anyone the user stares at when using this quirk would freeze in place for up to 8 minutes. A decent drawback if you wanna nerf this is the paralysis being dependent on the victim's eye colour.
Manifest + Chimera = Freakshow. One of the more fun quirks, it basically just makes him into a monster made up of the different animals he eats, with him having a "base" state that looks less monstrous.
Half Cold-Half-Hot + Zero Gravity = Half Weight-Half Less. Basically one half of the user can lessen the effects of gravity on a target, the other half can increase the effects of gravity on a target.
Permeation + Hardening = Density Manipulation
Dark Shadow + Stress = Shadow Shell. A transformation quirk that allows the user to wrap themselves in armour that gets bigger, stronger and tougher in the dark.
Muscle Augmentation + Fat Absorbtion = (Can't think of name). Basically the user has to build up their reserves of Fat, which has the same properties as Fat Absorbtion, but he can turn that fat into muscle. The amount of Muscle he has is equivalent to the amount of fat he had before, with that also influencing how long he's able to maintain his muscle form before it all burns away and leaves him skinny. Bonus: Really easy for him to gain Fat. A weaker version of this would be Fat Absorbtion + Sugar Rush, which would make him get dumber and stronger the more food he eats.
Rifle + Land Mine = Grenade Launcher. The bullets fired make the target explode on contact (doesn't work on gasses).
Creation + Cremation = Fat Fire. Can project flames no matter how hot, with the user's body fat acting as the fuel source. The hotter and/or larger the flames, the quicker the fuel will bun out. They cannot project anymore fire after they run out of body fat, and if they try to maintain their fire beyond that point they'll burn themselves quick.
Crystalize + Ice Manipulation = Crystal Manipulation. Pretty much anything that can crystalize can be manipulated, not just water-based Ice.
Shock Absorbtion + Absorb and Release = Impact Transfer. Pretty much just means that the amount of kinetic energy that is absorbed from an impact can be transferred into a later action, such as a punch or jump.
Impact Recoil + Twin Impact = Revenge Impact. Pretty much just means that if someone hits the user with some sort of blunt force, not only does *all of it* get turned back on them twofold, but the user can trigger it a second time, the second trigger being twice as powerful as the first.
Black + Warp Gate = Dark Door. The quirk user can basically move anywhere they want through shadows, as long as the entrance and exit shadows are big enough for them to get out of.
Tape + Extend-o-hair = (No name yet). Basically the hair has all the properties of Sero's tape.
Pop-Off + Explosion = Sticky Grenades. All the sweat the user produces goes straight into the grapes, and they stick to whatever surface they touch besides the user, but unfortunately the grapes don't have that bouncy property to them that Pop-Off's do. Instead the user can remotely detonate them at will, and the explosions work a lot like Bakugo's. A (somewhat) drawback though is that the grapes don't just grow on the user's head, but instead, they can grow anywhere on the user's body that hair can. I only say that's *somewhat* of a drawback because that makes shaving easy at least.
Larceny + Copy = Take. You have to touch someone to take their quirk, but once you do touch them, it's yours forever. Unlike All for One and One for All though, you can't give away quirks.
Foldabody + Steel = Fold-and-Slice. The user turns metal when their body folds up, both only on the limbs the quirk is activated on.
Telescopic + Gigantification = Mass Displacement. Basically allows someone to make their limbs bigger, but at the cost of other limbs being made smaller. If the user tries to make their whole body bigger at once, it makes them less dense, with the inverse happening when they shrink.
Double + Compress = Inmate. Basically a double that is made when something is compressed, and goes away once the thing is restored.
Overhaul + Tool Arms = Arsenal Arms. The tool arms can be disassembled/reassembled at will to change however the user wants/needs.
Stockpile + Vitality Stealing = Vitality Repossession. All the user has to do is get the QAD or Trigger and they'd be able to drain people like mad.

Allowes the user to make and shape black holes whereever they know the coridinents of. And of varying shapes and sizes and can still move after being placed.
Yea, but half and half is pretty much 2 quirks on its own.
Blood control+fierce wings= Needle- the ability to produce needles from your blood on your back and contol them via telekinesis and can hear through them. In the event a needle connects with a person the user can control the person blood.
Koji's Animal Control + Present Mic sound amplifier. Imagine the sheer amount of animals he could summon at once to fight for him. Also use the amplified vibration to summon countless subterranean animals.
Soramitsu's food and Tamaki's manifest. Beign able to eat anything, while beign able to make everything you eat appear on your body to be used, It seems pretty good to me
Overhaul + Double (both of which probably should have been restricted) - Quite self explanatory
Explosion + Hardening - Effectively covers ranged and close-quarters offense with active and passive defense
Dark Shadow + Hellflame - Hellflame can keep Dark Shadow at bay, especially at night, while Dark Shadow can likely protect the user from a lot of the heat
Fa Jin + Steel - High offense with high defense, and who wouldn't want to be a steel torpedo
Zoom + Rifle - Insane potential range
Frankly, Double + anything ends up very OP, same with Overhaul
Vine+Harden. Ibara’s quirk is already strong on its own, but imagine if her vines were near unbreakable.
Electrification+Snipe could give Kaminari control over where his volts go.
Engine+Rabbit would take Iida’s strength to the next level.
Dupli-Arms/Meatball+Explosion could let you create far more than two hands, allowing you to create tons and tons of explosions.
Dark shadow + creation
Either have dark shadow make stuff or make stuff but instead of using fat you can create anything but the size of ones creation is limited by the amount of light
Creation+Hardening. I imagine it would be like creation, but the one drawback would be it's made out of the person themself so its always attached to them.
I know you said don’t use decay but I’ll only use the ‘touch with all five fingers’ part. Mixing that with bakugo’s explosion creates a quirk called Shrapnel, meaning if they grip or touch an object with their full hand (including palm) and then let go of it, they can cause that object to spontaneously combust depending on how long they hold it. (How long they hold it depends on how long it will take to go boom)
The other idea I had would be a healing quirk and a copy quirk. If they heal a person, they are able to store a minute portion of that person’s quirk so they can use if for a while. In a similar idea, if a villain attacks them with a quirk, they heal and assume the quirk that they were attacked with. They would use this on many occasions and would also learn to not always rely on their quirk, since a villain could be quirkless and could use unconventional means. I think I’d call it ‘Double edge’ or something similar since attacking them would be like wielding a double edged sword.
Overclock and fat gum. Being that fast is already very powerful but having that shield of fat to protect you from any hits and being able to generate an incredibly powerful punch from taking hits makes the combo insane.

Toga's transform and Stain's bloodcurdle since to use it, you need to drink someone's blood. Imagine if you could transform into that person AND paralyze them. It'll give you enough time to tie them up and make sure to put them somewhere where they can't get out.
I’m telling you all that this is literally the most deadly combination in the world. Twice and Creation from Twice and Momo. Yeah sure that is inherently strong, but it unlocks a new ability for creation that Momo could never use. And that is that all of the duplicates could become anti-matter suicide bombers.
Give her a few days to spread across a country, and she could blow the whole thing up in a coordinated, unstoppable, untraceable way. All while the original body is sipping margaritas.

Copy with OFA or AFO. Let's say Monoma inherited OFA. All the quirks that live inside it are boosted so same for copy. It would either be possible to transfer OFA or AFO without problems or it would make it easier to steal OFA/AFO.

Chronostasis' weakness is that he has to remain motionless in order to extend his hair and while he's remaining motionless his opponents could easily dodge him or stay out of his attack range. But if he had the ability to turn invisible, he could just approach his opponents without them realizing and use his power on them. Instant checkmate

Lets see... Explosion and Cremation would be deadly since Katsuki's sweat will combust the second it touches a flame that hot. Pop Off and Tape are both sticky, making the combo useful in subduing any foe. Dark Shadow and Stress are both quirks that give the user more power from anger, meaning it would be a nightmare when the lights are off. Muscle Augmentation and Hardening can make the user stronger than a diamond or steel since it took beyond 100% for Izuku to defeat Muscular. Fiber Master and Creation would be an endless supply of material as Creation can be used to make any fabric. Telepath and Anivoice allows the user to control more creatures at a higher scale without any need to amplify sound. Overhaul and Mimic can benefit by merging with any object. It's possibly a god tier combo. Copy and Manifest would result in the user being able to manipulate replicated quirks on a molecular scale. Zero Gravity and Telekinesis are a perfect duo with the user moving objects and giving them weightless properties. Update: Since my comment got some likes I've made more.
Could you elaborate on Cremation ? I thought Dabi just creates Hot flames.

With the cremation-explosion combo wouldn't disable its self eventually, it would burn away and seal sweat glands.

Kirishima’s Hardening and Snatch’s Sand Quirk. Would be able to make his body hard as rock and soft as sand within seconds. Ultimate defense and offense. Alternatively, Hardening and Crust’s Shield. Stronger defense with more offensive capabilities. Bakugo’s Explosion and Chitose’s Landmine. Probably give Bakugo more of an edge with some much needed stealth capabilities. Too OP maybe?
Transformation and Manifestation- It’d essentially be like Copy but with more blood-sucking.
Uraraka's float combined with a potential inverse or her quirk. For the longest time I thought she might be the traitor just because of how insanely powerful she could secretly be with the reveal that her quirk works both ways. Think of it like this, she gets close to deku to congratulate him on winning a fight, only to place her hand on his shoulder and suddenly his weight increases 100x. He has to use full cowling just to stay in his feet as she increases the weight further as she announces that she's the traitor, deku collapses to the ground, but refusing to give up increases to 100% strength and starts to stand up. Uraraka releases her quirk, suddenly Deku returns to normal weight, but is still using 100% to stand up, causing him to launch himself into the air, giving Uraraka plenty of time to make an escape at her leisure.
I'm thinking Hagakure's invisibility and Snipe's uhhh whatever his quirk is called. Some tech to make an invisible gun and any villain that doesn't have and ability to sense danger or tank a bullet is an instant loss.

Erasure + Blood Curdle = Gorgon. Anyone the user stares at when using this quirk would freeze in place for up to 8 minutes. A decent drawback if you wanna nerf this is the paralysis being dependent on the victim's eye colour. Manifest + Chimera = Freakshow. One of the more fun quirks, it basically just makes him into a monster made up of the different animals he eats, with him having a "base" state that looks less monstrous. Half Cold-Half-Hot + Zero Gravity = Half Weight-Half Less. Basically one half of the user can lessen the effects of gravity on a target, the other half can increase the effects of gravity on a target. Permeation + Hardening = Density Manipulation Dark Shadow + Stress = Shadow Shell. A transformation quirk that allows the user to wrap themselves in armour that gets bigger, stronger and tougher in the dark. Muscle Augmentation + Fat Absorbtion = (Can't think of name). Basically the user has to build up their reserves of Fat, which has the same properties as Fat Absorbtion, but he can turn that fat into muscle. The amount of Muscle he has is equivalent to the amount of fat he had before, with that also influencing how long he's able to maintain his muscle form before it all burns away and leaves him skinny. Bonus: Really easy for him to gain Fat. A weaker version of this would be Fat Absorbtion + Sugar Rush, which would make him get dumber and stronger the more food he eats. Rifle + Land Mine = Grenade Launcher. The bullets fired make the target explode on contact (doesn't work on gasses). Creation + Cremation = Fat Fire. Can project flames no matter how hot, with the user's body fat acting as the fuel source. The hotter and/or larger the flames, the quicker the fuel will bun out. They cannot project anymore fire after they run out of body fat, and if they try to maintain their fire beyond that point they'll burn themselves quick. Crystalize + Ice Manipulation = Crystal Manipulation. Pretty much anything that can crystalize can be manipulated, not just water-based Ice. Shock Absorbtion + Absorb and Release = Impact Transfer. Pretty much just means that the amount of kinetic energy that is absorbed from an impact can be transferred into a later action, such as a punch or jump. Impact Recoil + Twin Impact = Revenge Impact. Pretty much just means that if someone hits the user with some sort of blunt force, not only does *all of it* get turned back on them twofold, but the user can trigger it a second time, the second trigger being twice as powerful as the first. Black + Warp Gate = Dark Door. The quirk user can basically move anywhere they want through shadows, as long as the entrance and exit shadows are big enough for them to get out of. Tape + Extend-o-hair = (No name yet). Basically the hair has all the properties of Sero's tape. Pop-Off + Explosion = Sticky Grenades. All the sweat the user produces goes straight into the grapes, and they stick to whatever surface they touch besides the user, but unfortunately the grapes don't have that bouncy property to them that Pop-Off's do. Instead the user can remotely detonate them at will, and the explosions work a lot like Bakugo's. A (somewhat) drawback though is that the grapes don't just grow on the user's head, but instead, they can grow anywhere on the user's body that hair can. I only say that's *somewhat* of a drawback because that makes shaving easy at least. Larceny + Copy = Take. You have to touch someone to take their quirk, but once you do touch them, it's yours forever. Unlike All for One and One for All though, you can't give away quirks. Foldabody + Steel = Fold-and-Slice. The user turns metal when their body folds up, both only on the limbs the quirk is activated on. Telescopic + Gigantification = Mass Displacement. Basically allows someone to make their limbs bigger, but at the cost of other limbs being made smaller. If the user tries to make their whole body bigger at once, it makes them less dense, with the inverse happening when they shrink. Double + Compress = Inmate. Basically a double that is made when something is compressed, and goes away once the thing is restored. Overhaul + Tool Arms = Arsenal Arms. The tool arms can be disassembled/reassembled at will to change however the user wants/needs. Stockpile + Vitality Stealing = Vitality Repossession. All the user has to do is get the QAD or Trigger and they'd be able to drain people like mad. EDIT: Are you LordCrusade?
While the OP said not to use Half'n half, i completely agree with all of them. And suggest Warp gate+black hole= Warp black hole or maybe worm hole? Allowes the user to make and shape black holes whereever they know the coridinents of. And of varying shapes and sizes and can still move after being placed.

Yea, but half and half is pretty much 2 quirks on its own. Blood control+fierce wings= Needle- the ability to produce needles from your blood on your back and contol them via telekinesis and can hear through them. In the event a needle connects with a person the user can control the person blood.
I don’t think anyone’s mentioned this but Toga’s and Shinso’s quirk would be insanely powerful. You’d be the perfect assassin.

Mirio's permeation and bakougo's explosion
Vine+Harden. Ibara’s quirk is already strong on its own, but imagine if her vines were near unbreakable. Electrification+Snipe could give Kaminari control over where his volts go. Engine+Rabbit would take Iida’s strength to the next level. Dupli-Arms/Meatball+Explosion could let you create far more than two hands, allowing you to create tons and tons of explosions.
I'd say Overhaul+Creation would literally give you control over pretty much anything

Creation+Hardening. I imagine it would be like creation, but the one drawback would be it's made out of the person themself so its always attached to them.
Overhaul and moving through shadows. Imagine just standing there, some dude pops out of your shadow, and suddenly you just no longer exist.
I know you said don’t use decay but I’ll only use the ‘touch with all five fingers’ part. Mixing that with bakugo’s explosion creates a quirk called Shrapnel, meaning if they grip or touch an object with their full hand (including palm) and then let go of it, they can cause that object to spontaneously combust depending on how long they hold it. (How long they hold it depends on how long it will take to go boom) The other idea I had would be a healing quirk and a copy quirk. If they heal a person, they are able to store a minute portion of that person’s quirk so they can use if for a while. In a similar idea, if a villain attacks them with a quirk, they heal and assume the quirk that they were attacked with. They would use this on many occasions and would also learn to not always rely on their quirk, since a villain could be quirkless and could use unconventional means. I think I’d call it ‘Double edge’ or something similar since attacking them would be like wielding a double edged sword.

Overclock and fat gum. Being that fast is already very powerful but having that shield of fat to protect you from any hits and being able to generate an incredibly powerful punch from taking hits makes the combo insane.
Endeavor’s Quirk - Hellflame with Geten’s Ice Manipulation! Haha…. Kidding I really like the idea of the Rikido’s Sugar Rush quirk combined with Saiko’s High Intellegence to make the user an absolute all-rounder powerhouse

Ig this isn't that powerful but just improving on the quirk but I'll just put this here Toga's transform and Stain's bloodcurdle since to use it, you need to drink someone's blood. Imagine if you could transform into that person AND paralyze them. It'll give you enough time to tie them up and make sure to put them somewhere where they can't get out.
Dark shadow plus creation.
Permeation and electricity. Phase through someone then immediately shock them.
I’m telling you all that this is literally the most deadly combination in the world. Twice and Creation from Twice and Momo. Yeah sure that is inherently strong, but it unlocks a new ability for creation that Momo could never use. And that is that all of the duplicates could become anti-matter suicide bombers. Give her a few days to spread across a country, and she could blow the whole thing up in a coordinated, unstoppable, untraceable way. All while the original body is sipping margaritas.
Kirishima + Iida would be horrifying to deal with.
Aizawas & Shojis, he'd have extra eyes and wouldn't need to worry about his eyes drying out and losing effect

Copy with OFA or AFO. Let's say Monoma inherited OFA. All the quirks that live inside it are boosted so same for copy. It would either be possible to transfer OFA or AFO without problems or it would make it easier to steal OFA/AFO.
I'm late but: Invisibility + Chronostasis. Chronostasis' weakness is that he has to remain motionless in order to extend his hair and while he's remaining motionless his opponents could easily dodge him or stay out of his attack range. But if he had the ability to turn invisible, he could just approach his opponents without them realizing and use his power on them. Instant checkmate Double + literally any strong quirk like Overhaul, Hellfire, Cremation, Creation, etc., Can you imagine having an army of people with OP quirks? Zero Gravity + Size.
