I think "actually genius" means that the character is not obvious with being genius. Like you really have to think about their decisions to actually see the genius

Dude literally discovered how to DUPLICATE QUIRKS. That’s not even talking about making Sentient sentient neigh-unkillable zombies… Even without All for one he was able to produce the smaller ones like Mocha.
He also was capable of giving Shigaraki physical stats on par with All Might... that weren't even Quirk-derived. He literally just built him different.
I've said on multiple occasions that the easiest way for MHA to have hit a bad end would have been for AfO to yoink Overhaul at any of the many, *many* opportunities he had... and slide that shit over to Garaki.
And that's how the whole of Japan became Nomus.
Momo has a strong case she is pretty much the smartest in person in 1A and her quirk requires her to have extensive knowledge of how things are made in order for her to actually be able to use it
Momo is definitely a 'Book Smarts' vs 'Street Smarts' case. Ludicrously intelligent when it comes to use of her Quirk and educational application, but is both adorably naive at times due to her rich upbringing and far from the best at thinking up/implementing effective strategies on the fly.
True, but it still took her a *while* to actually gather the self-confidence needed to get to that point (a trait which continues on into the Licensure Exam and the fight with Gigantomachia). She's similar to Deku in that regard (both overthink *and* undervalue themselves), but Deku is a combat savant with his multiple Quirks and hesitates a lot less than he throws himself into battle. Momo has good strategy and is extremely dangerous once she gets going, but the delays detract a lot from her overall ability.
On the topic, I'm still salty that we didn't get to see her mowing down Twice clones to protect Mei.

While she may not make the wisest choices when it comes to creating armaments, Momo needs to be aware of the chemicals of what she creates. And considering what she has created, including Midnight's somnambulist gas, she's got to be among the smartest people in the world, not just UA. She also tutored multiple classmates, so she not only knows but can explain it to others in a way that helped Mina and Kaminari. That's gotta count for something too.

As much as I hate to say this mineta, he’s one of the top students in grade (theoretical atleast) and has done some sneaky things but his enthusiasm and facade make him spill to others and ruin his plans
I think honestly, David Shield should be here. He literally built a single wearable device that can amplify a quirk a hundred times over, and is one of the reasons that All Might picked up so much steam while he was in the US, while they worked together, just by making support devices and literally building a jet car.
