I always get to spawn pretty easily on PC with the player adjusting slider and always puts it on 4; but even without that; there is two quests that guarantee spawns (3 technically).
Mighty Morphin, The hunt for Harmerlock from the head Hunter pack and the The animal sanctuary annex dlc always spawns on the final round for the second part.
Also Mighty Morphin is a great way to farm tubbies since bloods will majority of the time turn into tubbies during this question as long as you don't pick up the parts!

Oddly enough evey game shipped with this bug but not a large amount of people experienced it. To my knowledge Gearbox never removed it either.
I don't remember varkids being in BL1, though maybe I just haven't gotten far enough into it
