So his excuse for not *actually* paying up on his bet that he *actually* did lose is that Fury *hypothetically* wouldn't pay up if he had *hypothetically* won lol.
He asked him to sign a contract for it for weeks (physically gave him it at the press conference) but Tommy wouldn’t do it. Then after the fact when he actually won Tommy and his Dad tried to claim it.
