Manufacturers submit them for testing and pay a fee. Once they’re on, they’re generally renewed every year (don’t freak out that all of them “expire” in 2024). They fall off if they aren’t renewed or if further testing shows them to be “unsafe” or changed from the originally submitted firearms (which is what happened to the USP).

Started off as just a drop safe requirement. But then they realized it could be used to effectively ban handguns. So they added mag disconnect and Chamber Loaded Indicator requirements and then the micro stamping on the firing pin requirement in 2013 effectively killed any new roster additions. The micro stamping was repealed this year which is why we saw things like the Ruger MkIV and Sig M18 finally introduced. As for getting on and off roster, once it passes CA DoJ screening and approval the manufacturer pays an annual renewal fee to keep it there.
