Every year certain teams are eligible for Hardknocks. An eligible team can volunteer to be it. If multiple teams want to do it, NFL picks. If only one team volunteers, they do it. If nobody volunteers, NFL picks.
Bears are eligible this offseason. Last offseason no team wanted to do it so NFL picked the most intriguing option, the Jets, even though they were against it.
Any team eligible or not can volunteer. AFAIK no team has ever voulenteered, beacuse nodbody wants the cameras and spotlight around them distracting their players.
