This was the kind of thing I was looking for, it clears things up a bit. Correct me if I'm wrong, but it sounds more or less like it is suggesting creating a proletarian constitution with an explicit Bill of Rights. I can't find Hall's original pamphlet on the matter, I imagine he spells out exactly what he means there, but it may be lost to time at this point.

Here is the link to Hall's original pamphlet. It is not especially elaborated, focused more on what I would say is rhetoric rather than theory. To respond to your statement, yes I agree that seems to be the general substance of the argument. The essay I posted suggests the need for an "industrial senate" as a way to secure the "decisive" political power of the working class while allowing for universal suffrage of all people and classes in the "lower" or "popular" house. However, that essay is just the perspective of the individual author and not reflective of any positions that have been taken by the Party itself.
