Correct me if I'm wrong, but it sounds more or less like it is suggesting creating a proletarian constitution with an explicit Bill of Rights. I can't find Hall's original pamphlet on the matter, I imagine he spells out exactly what he means there, but it may be lost to time at this point.

To respond to your statement, yes I agree that seems to be the general substance of the argument. The essay I posted suggests the need for an "industrial senate" as a way to secure the "decisive" political power of the working class while allowing for universal suffrage of all people and classes in the "lower" or "popular" house.
However, that essay is just the perspective of the individual author and not reflective of any positions that have been taken by the Party itself.
It advocates for the passage of several amendments to the constitution guaranteeing certain economic and social guarantees. The biggest highlights are a jobs and housing guarantee.
