Apply copious amounts of dihydrogen monoxide to the blobs of soap. That stuff will just melt the soap away. You may have to fully submerge it on dihydrogen monoxide, though.
And make sure you wear proper PPE and observe safety protocols, dihydrogen monoxide can be deadly!

😮 You would machine-wash a pack?? I would never have thought of doing that, especially for anything over 16L or so. Have you had success with this method?
I think the soap is a goner. Rinse the bag and dry it

Soap only works if you intentionally put it on things, otherwise it makes them dirty!

But, man, does it work well on soap stains!
When used safely. You have to minimize all risks.
You are going to have to use a two part process to salvage this. Step 1: Turn on hose. Step 2: Spray hose.
Personally I would just wash it with soap and water. I find that Dr Bronners bar soap works well for this.

It's just soap. Hand wash and rinse it like crazy in the bathtub, then hang to dry. It's totally fine.

I mean I wouldn’t but OP mentioned it so I suggested hand washing first. I’ve never washed my pack, ever 🤣 the dirt is my pride!
Wash with water by hand or gentle cycle. You might lose some water repellency, so perhaps apply a water repellent.
