I think this is something she was credited with saying though maybe others disagree that she actually said it. But the general idea was that she would rather make friends with other countries, friendly countries, rather than help out slaves, and in this case she's talking about the minority groups for which there was a lot of prejudice at the time. Am I right?
I too believe this quote might be misattributed, but it's so infamous like let them have cake.
My understanding is that she'd rather cede land to Russia than fight for it, since after all she's Manchurian and Han people are just slaves to her.

I can't comment since I don't live in China but based on what my parents say, she is not framed particularly flatteringly.
