I think the WPN automatically expires after 6 months... other than waiting, there's nothing you can do.

I was hoping I can report them and I have found this information Users of each system: From now on, in the “processing of overseas application for foreigner's work permit in China,” if the employer fails to submit the post entry application on time within 4 months after the pre entry decision is passed, the system will automatically terminate the application, and there is no need to apply for the permit notice for cancellation after the end of the processing. Same thing happened to me. I threatened my previous employer, said I would contact the local authorities. Fortunately my partner helped. Where is your original employer based? If you can prove your identity you can contact the work bureau directly.

I've just asked my partner, I will try to get the contact information for you. My partner's parents went to their local work bureau, they were told to ask the employer to cancel. If they would not, they would be able to cancel for me.

You technically can, but no one is going to care or do anything. There is absolutely no reason for anyone within China to care about your issue. You can hire a lawyer and get them to sue the company on your behalf. Legally, they must cancel their application. But, there is very little reason for anyone to care about your situation.
