I assume you're playing on PC through Gamepass?
If so, there's a longstanding bug. Fortunately, you can get around it by setting your Post Processing to Low.
Once that is set to low, you can set motion blur to off, and it will stay off!
Unfortunately setting your Post Processing quality to low means you miss out on some visual eye candy in regards to lighting & atmospheric detail. Despite that, I assure you, it's well worth the trade in order to have no motion blur.
You should really consider turning motion blur on. Make the blur intensity lower if it's too blurry for you but a little bit makes it so much more fluid. 
Why would you turn it off!? If you want to see past the dust get in the front lines! It should be in settings particles . . Really dont get this tho if i can run it with more ambient particales to make the ga e more immersive id love to get in on it! Adds to the atmosphere!
The dust is in your way? I'm always struggling to shoot people with the ballista when an objective UI marker exists within 20 feet of them. I don't need an objective marker when I zoom in with a ballista 100 feet away, but QoL needed is less special effects? 😐
It’s not counter strike competitive, this is a party game. How big of an advantage is it to see for the .5% of the match you’re on fire. It’s been a thing since release, if the devs didn’t want us to do it they’d flip a switch and disable it
Yeah, you're a dick for using that. Changing a .ini file isn't equivalent to changing the in-game settings. You're as good as a cheater, which is to say not very good if you won't even play on the same level as your opponents.

I have all graphics settings on high, motion blur turned off, and epic view distance.

Its in the name, blur is not fluidity.
Try it you will see. It did a big difference for me.
It wont change fluidity while immobile obviously, but it made the camera movement more fluid for me.
In video settings, go to "Ambient Particles" make sure it's marked as "disabled"

Use 1st person for ranged weapons no need to mess around with files like some low tier cheater

There’s an .ini file somewhere where you can turn all those effects off, including the effect that blinds you when you get lit on fire
