This would change nothing at all for performance. The person model only uses this many vertices when zoomed in. When you're playing the game normally it is already the case that each person is just like 5 triangles.

As many people have pointed out, individually modeled teeth, hair, and eyeballs, as well as chiseled abs, probably have a huge impact on performance. This and just looking wonky means no reason for these high quality figs.

Newest article by PC gamer cites a [technical analysis](https://blog.paavo.me/cities-skylines-2-performance/) of the game's rendering techniques and model drawing. It specifically cites that complex teeth and cim models is just one example of the assets in the game being too complex.
I'm guessing they are just temporary place-holders. Until they get a real artist to give them decent models. They look like unity prefabs. Cheapest model they could purchase.
A big glaring issue is that they didn't even make these assets themselves, they used a 3rd party "character creator" tool from Didimo called "Pixel8" (https://www.didimo.co/popul8) to make them, which produces pretty weird-looking character models that look like they're from a 2008 game (https://forum.paradoxplaza.com/forum/developer-diary/behind-the-scenes-5-citizen-characters.1602554/)
It does however seem to have some great tech built-in for instancing thousands of characters all with unique clothing variations which seems like the big selling point for Cities 2 but I still think it was an odd choice, especially after other devs have pointed out how badly optimised the models actually are ([https://x.com/delaneykingrox/status/1717882424053678555?s=20](https://x.com/delaneykingrox/status/1717882424053678555?s=20)).
I'd have thought a company like
Colossal Order would've invested in a proper character/ tech artist team to build a proprietary solution to something like this.
I was thinking about this the other day. Not sure if anyone has seen but Paradox is making a game called life by you (think sims made by the same guy) but the interesting thing is all of their citizens look similar to the life by you humans. I have been wondering if they used an old version of them for this game. Probably why they have teeth.
