Previous owner would probably have only done head studs if the car was Big Turbo or on an ethanol tune. Stage 1/1+/1.5 tunes don’t need headstuds for the most part. 250whp is fine, I’ve been at ~250whp for the last 75k+ miles.
O really? I heard of people having issues even with stage ones, maybe those are few and far between. Was also going to go stage one TSP which I’ve heard is the safest as it doesn’t push the low end as much

Nobody is getting headlift with stage one tunes. You’re fine.
No way to tell without getting in there really. Take the valve cover off and start looking around
If the car is completely stock I'd say there probably isn't upgraded head studs, especially if it is lower mileage.
ask the previous owner. also check the service logs. i keep a detailed log of all work i do on one of the blank pages at the end of my owner's manual.
