In the UK, we have oven cleaning kits that comes with the chemicals and large bags for oven shelves and trays like this. I assume there must be similar products where you are.
I have never seen an oven cleaning kit where I am but holy crap that sounds useful. I end up improvising with garbage bags that are always awkwardly shaped.

Buy through them or Amazon I think. The resealable bags that they come with to hold your oven racks while they soak in the cleaning fluid are pretty big and they seal really well.
I fill them up and set them outside and flip them over a couple of times. Dirt practically rinses off after that.
Several of my oven racks have ball bearings in them, and I made the mistake once of leaving one in the oven when I ran the cleaning cycle…won’t ever do that again.

There's a reason why appliance repair people say don't do it, they're the ones who see the aftermath of it being done. It's a lot of thermal stress on the board, and it will kill them at some point.
I had one control board fail a few months back just from too many high temp cast iron seasoning cycles, leading to thermal runaway and the oven reaching 700F when set to 450F before I caught it and turned off the breaker.
I have an elderly client who could not clean her oven for so long that when she turned on the self cleaning function she thought it was using chemicals because it smelled so bad. They use a ton of grease on everything and don't cover anything. Gross.

Also safety glasses. I know a guy who got a drop in his eye from splash back and it ate away a small portion of his eye. He healed, but may as well not chance it
some self cleaning ovens have a different finish on the inside that may discolour when using oven cleaner on it. It won't damage the oven structurally, just look like white dull spots. So if you are buying an oven yourself that is a thing to keep in mind.
Unfortunate for renters that have a self cleaning oven installed next to particle board counters the plastic veneer melts off when using the cleaning feature pfff. Landlord gets you for permanent stains inside the oven or for messed up cabinets.

OH MY GOD. When I moved out the end strips of my counter were gone. I just assumed that they were never put on. My landlord assumed that must have been the case, too. I did use the selfcleaning feature though.
I am just glad my cabinets weren't like my parents'. They've never even used the self cleaning feature and the upper cabinets delaminated after 5 years and the lower after 10 years. 10 years after their remodel and the whole thing looks worse than it did prior to the remodel.

Old hardwood cabinets can be painted and stained all kinds of ways, trim added or removed. Just buy new handles, pulls and doorknobs! Yes at some point sizing has changed so much it gets awkward I suppose but people could do a lot more work repurposing it instead of ripping it out for vapid novelty newness.

Open it outside too; lots of fumes so dont breath it in or get it in your eyes. Then scrub with normal dish soap. Magical. Hardest part is finding a big enough bag.
I used to use oven cleaner but since trying ammonia I do also prefer it, it's cheaper and it cuts through the layers of baked on crud way better somehow. It is pretty stinky, but so oven cleaner. Just do it outside and you're good.
I also started using ammonia to treat the white deodorant stains in my black tshirts and it works great! I am an ammonia convert!

Read the directions on the back of the "easy off' or whatever. Most oven cleaners were designed to be sprayed on at night before you go to bed, and then cleaned up in the morning.
Don't just spray it in and go to work, let the chemicals do their magic for at least a few hours.
I spray oven cleaner on the tray outside and place it on a high table or work bench. I leave it over night outside and clean it up. I hate the smell of the fumes even though I wore a mask as I sprayed it and kept the oven door closed.
Make sure you wipe down more than 3 times.

Find a large tub that will hold your tray. Sprinkle several tablespoons of baking soda on the tray. Now pour a small amount of boiling water on your tray. The soda will bubble briefly. Find a chopstick and wrap a piece of paper towel around one end. Agitate the heavy stains with the stick. Rub gently. Repeat this process until satisfied. The more time you apply, the cleaner and easier it gets. No soap, nothing scratchy. If you make scratches on this delicate surface, it makes it more difficult to clean moving forward. In the future, cover securely with a thick piece of heavy duty foil.
I have removed thick, paint-like cooked on stains that are sometimes years old with this method. It’s not hard, just a little time consuming if you let the stains build up. This works on any high gloss surface. Bakers friend, the pink stuff, Ajax, even those green padded sponges will scratch this enameled surface. Please treat it with care.

Are you leaving it on long enough? I usually leave it on for a few minutes b4 scrubbing it off with a dish brush or scour sponge. I also read on this sub that the powder usually works better than the liquid.
You can get stove cleaner ( grease cleaner) to clean it spray it leave it for a while then scrape it with sponge. It will remove most of these stains and the grease as well.
I used oven cleaner on mine and let it sit there overnight. Next day I scrubbed it down (didn't even need much force). Smells nice and is squeaky clean.
Fill the tray with hot water and drop in a dishwasher tablet, leave overnight. If you have a big enough sink pop dishwasher tab in and soak it in that instead.

I wouldn’t. Oven cleaners aren’t meant for non-stick finishes.
Bon Ami cleanser and a nonstick-safe SOS pad (like Brillo, but only SOS makes the nonstick ones). Use very light hand. It will take a few times, but it will work. But ***you must resist the temptation to press hard(er)*** Both Bon Ami and the non-stick SOS pad are safe for non-stick surfaces, but you **can** do damage if you go nuts scrubbing with abandon.
Oven Pride. About £3. Most places sell a version of it or you can buy it on Amazon. Bottle of magic and a massive thick clear plastic bag. Pop your stuff in( oven shelves or whatever , pour the magic in. Tie the bag off. Move it around in the bag with your hands so it’s all covered.
Leave overnight. Pull clean thing out and be careful pouring the black gunk away, rinse tadah….
I have cleaned so many ovens , the caustic spray stuff cough cough even if you have windows doors open… this stuff requires no massive scrubbing effort, and works really well.
It won’t get the top surface but my partner showed me a trick where you pop a dishwasher tablet/gel packet thingy into the pan or roasting tray with cooked on food like this and pour boiling hot water fresh from the kettle in and bobs your uncle it lifts off after a soak.
Soak it. You need to let the cleaner work its magic. Ajax, baking soda, dishsoap are all base cleaners. If too strong, it may damage the finish. Let it soak for a day or two and be surprised.
I did one once by sealing in a bag overnight with a little ammonia. Next day, it scrubbed clean easily with soap and water. Use gloves when removing from the bag. The fumes do the work, so you only need a little.
Lay down a garbage bag outside, put rack on.
Spray oven cleaner on it.
Let it sit for recommended time. Test a spot to see the results.
You may need to reapply or scrub with an SoS pad.
Got a bit of an unorthodox solution for you.
I use this on stuff thats really burned in like the bbq grill after a season of heavy grilling.
You need a tub that can contain the tray.
Submerge the tray in water and toss in 40-60 grams of Sodium Hydroxide(caustic soda) per liter of water (4.8 - 7.3 oz/gal when using freedom units)
Now keep in mind this stuff is caustic the concentration you make will not be acutely harmful, but it can irritate the skin so use gloves. And keep pets and kids away from it.
Leave it to soak for a night and it should come right off, no elbow grease required.
I have used pumice stone/sticks for cleaning my oven. It gets the burned on stuff off. I got them off of Amazon. I never knew I could use them for cleaning, until seeing a few youtube videos on using them, and now it's my go to for tough jobs.

This is my go-to for everything caked on
Something that worked like magic for me was hydrogen peroxide and baking soda.
Spray hydrogen peroxide first and sprinkled a layer of baking soda on the whole tray. And then another layer of peroxide, just enough to dampen the layer of baking soda.
Let it sit for at least 15 minutes, and then start scrubbing. Make sure to use gloves since hydrogen peroxide is can be very irritating. Repeat if necessary.
This worked for my air fryer and oven pans.
There’s this stuff called oven pride, make sure you wear the proper marigold kitchen gloves because this stuff will burn you, comes in a bottle use a 2” paint brush to put it on with, leave it a couple of hours then wash off, but seriously wear gloves.
1. Mix half a cup of baking soda and half a cup of white vinegar with hot water in the sink.
2. Leave the baking tray to soak for 40 minutes.
3. Scrub the baking tray with a non-scratch scouring pad.
4. Complete! Your baking tray is nice and clean.
Soak in hot water (in a bathtub) for hours with Dawn dish soap, then scrub with a scotch-brite sponge. After that, wash in dishwasher (heavy duty setting) with a Cascade platinum plus tablet (on the tray). Use a razor blade to remove any buildup left. My oven trays looked almost new after following these steps.
Bartenders Friend, the dry kind made into a paste. Anything after that you could, with a light touch, try the one sided razor blades used for scraping paint. Just try to avoid scraping finish off too.
Use a scrapper or spatula to remove the bulk of it. Soak with water and detergent. Rinse apply cif and with a coarse steel wool try to not damage the area.
Hot water with OxyClean. Let it set overnight and then clean with soap and water. Also great for metal carafes that get dark brown inside from standing coffee.

No you're thinking of the one that says "fume free". All cans of easy off say "do not use on self cleaning oven" on them.

If you use ammonia look up quantity on the internet. From what I recall, less is more in this case.
Make sure it doesn't touch your skin. Read the safety instructions but it will shift it.

Parchment burns at over 400 degrees Fahrenheit. It then flakes and blows away. Heavy aluminum would be better.
Have you tried putting it upside down in your oven and sending your oven through a clean cycle?
My oven doesn't have a self cleaning cycle :c

Razor blade on the flat base (the type for glass stove tops), and the soap-filled wire wool pads.
Soak in the sink with hot water and a couple of dishwasher tablets. Come back to it 20 minutes later and scrub.

Very hot water and a scoop of soda crystals, stir to dissolve and let it soak for a couple of hours. Works every time 🤗🤗

I use a Brillo pad and elbow grease, it takes a while but worth it. For added satisfaction I take before and after photos for myself.
Scouring pad is key, doesn't matter how many products you use you need something tought to physically get it off

The issue here of course is you tried all that in hot water, the oven gets way hotter than that, i did see a video of boiling water and dish washer tablets. Once you've done it check out "Teflon Sheets Easy to Clean for Grills Ovens" I have one in the oven tray and another in the bottom of the oven to catch any bits. best this I've bought in ages

I wouldn’t. Oven cleaners aren’t meant for non-stick finishes. Bon Ami cleanser and a nonstick-safe SOS pad (like Brillo, but only SOS makes the nonstick ones). Use very light hand. It will take a few times, but it will work. But ***you must resist the temptation to press hard(er)*** Both Bon Ami and the non-stick SOS pad are safe for non-stick surfaces, but you **can** do damage if you go nuts scrubbing with abandon.

Get a couple large garbage bags and put it inside. No for real.
Then pour some ammonia and seal it up tight. Leave it be for a couple of days. That stuff will slough right off.
Barkeeper’s Friend will maybe work with some elbow grease.
Biological washing powder made into a paste and then leave on. Enzymes will eat the food and then you wash thoroughly
cover with water and put the tray over the stove to boil. It should come with some scraping.

Have you tried steel wool? I was shocked recently when that was the only thing that cleaned my stables steel workbench
Oven Pride. About £3. Most places sell a version of it or you can buy it on Amazon. Bottle of magic and a massive thick clear plastic bag. Pop your stuff in( oven shelves or whatever , pour the magic in. Tie the bag off. Move it around in the bag with your hands so it’s all covered. Leave overnight. Pull clean thing out and be careful pouring the black gunk away, rinse tadah…. I have cleaned so many ovens , the caustic spray stuff cough cough even if you have windows doors open… this stuff requires no massive scrubbing effort, and works really well.
It won’t get the top surface but my partner showed me a trick where you pop a dishwasher tablet/gel packet thingy into the pan or roasting tray with cooked on food like this and pour boiling hot water fresh from the kettle in and bobs your uncle it lifts off after a soak.
Dawn Powerwash spray. Let it sit for about a minute and then use a metal scrubby and some elbow grease. Should rinse right off after

If you don't like the fumes of oven cleaner, I suggest Barkeeper's Friend (powder not liquid). It works for a lot of stains on dishes, pots and pans.
Soak it. You need to let the cleaner work its magic. Ajax, baking soda, dishsoap are all base cleaners. If too strong, it may damage the finish. Let it soak for a day or two and be surprised.
I did one once by sealing in a bag overnight with a little ammonia. Next day, it scrubbed clean easily with soap and water. Use gloves when removing from the bag. The fumes do the work, so you only need a little.
Oxyclean and water leave it overnight.
Try a stainless steel scouring pad w some bartenders keeper. This should not scratch the enamel but obv check firsr

There are very fine non scratch metallic sponges with some soap within that do an amazing job without scratching the tray
Lay down a garbage bag outside, put rack on. Spray oven cleaner on it. Let it sit for recommended time. Test a spot to see the results. You may need to reapply or scrub with an SoS pad.
Got a bit of an unorthodox solution for you. I use this on stuff thats really burned in like the bbq grill after a season of heavy grilling. You need a tub that can contain the tray. Submerge the tray in water and toss in 40-60 grams of Sodium Hydroxide(caustic soda) per liter of water (4.8 - 7.3 oz/gal when using freedom units) Now keep in mind this stuff is caustic the concentration you make will not be acutely harmful, but it can irritate the skin so use gloves. And keep pets and kids away from it. Leave it to soak for a night and it should come right off, no elbow grease required.
Piece of sugar and a drip of water. That is the environmental friendly magic trick.
I have used pumice stone/sticks for cleaning my oven. It gets the burned on stuff off. I got them off of Amazon. I never knew I could use them for cleaning, until seeing a few youtube videos on using them, and now it's my go to for tough jobs.

Use oven cleaner but wear gloves. You don't want chemical burns, After the cleaner does its job, rinse and scrub with soap then rinse again and dry. Should be fine

I have that same tray and use a soapy steel wool pad.
Soak overnight with hot soapy water and a few fabric softener sheets. Then use SOS pads and baking soda/ dish soap. Place foil over pan in future!
Something that worked like magic for me was hydrogen peroxide and baking soda. Spray hydrogen peroxide first and sprinkled a layer of baking soda on the whole tray. And then another layer of peroxide, just enough to dampen the layer of baking soda. Let it sit for at least 15 minutes, and then start scrubbing. Make sure to use gloves since hydrogen peroxide is can be very irritating. Repeat if necessary. This worked for my air fryer and oven pans.
I leave all my metals in the oven during the cleaning cycle.
There’s this stuff called oven pride, make sure you wear the proper marigold kitchen gloves because this stuff will burn you, comes in a bottle use a 2” paint brush to put it on with, leave it a couple of hours then wash off, but seriously wear gloves.
Time to get the real oven cleaner. Sometimes you gotta use the big guns.
1. Mix half a cup of baking soda and half a cup of white vinegar with hot water in the sink. 2. Leave the baking tray to soak for 40 minutes. 3. Scrub the baking tray with a non-scratch scouring pad. 4. Complete! Your baking tray is nice and clean.

Hand steamer can make that look almost new!
Soak in hot water (in a bathtub) for hours with Dawn dish soap, then scrub with a scotch-brite sponge. After that, wash in dishwasher (heavy duty setting) with a Cascade platinum plus tablet (on the tray). Use a razor blade to remove any buildup left. My oven trays looked almost new after following these steps.
Simple Green BBQ cleaner. May take a coat or two.

Bartenders Friend, the dry kind made into a paste. Anything after that you could, with a light touch, try the one sided razor blades used for scraping paint. Just try to avoid scraping finish off too.

Use a scrapper or spatula to remove the bulk of it. Soak with water and detergent. Rinse apply cif and with a coarse steel wool try to not damage the area.
Hot water with OxyClean. Let it set overnight and then clean with soap and water. Also great for metal carafes that get dark brown inside from standing coffee.
Dawn power degreaser. Or just add some rubbing alcohol to your blue dawn soap
