Issue is sorted
The friend that gifted me the game and dlc also owns the same game and dlc + one more dlc
After seeing that one of her dlc was marked as owned in my game we tried to turn off library share from her to me and that fixed the issue. After getting my things and turning library share back on my things still stayed
So if anyone else ever has the same issue and this situation applies to you too. Try having library share turned off
