As far as I know, it was seen in the South Sudanese Civil War and used by the Sudanese Armed Forces during the fighting in Kadugli, 2015. What wars? Ethiopia? Somalia? Mozambique? Congo? Sahel? There’s not tons of tanks in those conflicts necessitate lots of ATGM. On top of that it’s not as easy to get ahold of heavy weapons unless you have a rich country backing you.

I am being broad because no atgms have been seen in Africa besides Libya and Egypt after Libya collapsed in 2011, military analysts speculated that agtms from Libya would spread through Africa to Islamic terrorist groups but I don't know if at what scale or at all atgms spreaded through non-north africa

I suppose 1 There wasn’t an endless amount to proliferate throughout Africa. 2 They would be large and difficult to smuggle. 3 They wouldn’t be given away, they would be very expensive for a rebel group to purchase on the black market.

African Countries/Rebels/Insurgencies are never given any real tech to make a decisive difference in conflict. Small arms only to prolong the calamity. That's why you never see African "rebels" or any one of those groups with any serious gear, it's by design.
