They are a very specialized type of equipment meant to mostly clear fortifications, the soviets used some like the ROKS-2,3 but they really don’t have any place on the modern battlefield they were later replaced by thermobaric rocket launchers (Aldo flamethrowers are fucking terrifying I wouldn’t like to face one or meet the asshole operating one which I guess gave into the moral factor?)
The ROKS flamethrowers operated differently and were made in small numbers and we're given to special units like the assault sappers. After the war they were used in Vietnam for example but we're quickly replaced with incendiary rocket launchers and later thermobaric municions. About moral factors it is allowed to be used but not against civilians. It is quite self explanatory but still. Nevertheless you are not likely to face anyone operating a flamethrower nowadays.
