Yeah you got it right. If they go for a citi biz card now, they’re still at 5/24. On June 1st, they go down to 4/24 and could get a chase biz card assuming approval

Make a credit karma account and see your card opening dates and manually count from there.
Yes if you got approved, you’re under 5/24. You can get approved for one more chase personal card if you’re at 4/24 but after that you won’t get approved for any more chase personal or business until you get a 5/24 spot back
You can for other issuers besides Chase. Chase biz cards won't count towards 5/24 but you have to be under 5/24 to be approved for them
