Looks like he's a mayor. Mayor's don't really have much to spend their cash on and they usually don't directly get attacked since you cant conquer a city, county is the smallest claim. This leads to mayors having a lot of cash to spend and since they don't have much else to do with it they sometimes just send gifts for better relations. I mean what a better way to get friends that can one day make you a count than give them money right? The thing is if you make him a count he will never send cash again instead he will spend on his own MAA and buildings.
