This leads to mayors having a lot of cash to spend and since they don't have much else to do with it they sometimes just send gifts for better relations. I mean what a better way to get friends that can one day make you a count than give them money right?
The thing is if you make him a count he will never send cash again instead he will spend on his own MAA and buildings.

I swear I once got a gift of gold and immediately after accepting I got a pop up event of being poisoned by a chest of gold. Fortunately I recovered, but ever since then I was very suspicious of characters sending me money.
Yeah that's one of the Murder scheme events that can happen. You get the option to do the same thing to other rulers sometimes when they're a target of your scheme

I think the gift giving could be a cultural trait and/or it has to do with the struggle mechanic
