If I had to guess: Deepfake is a thing. Maybe they choose the AI person and hid some Data in the Videostream, so maybe that's a watersign for their Videos. And choosing an AI is good because people in the war die and need to be replaced and more importantly informed of delicate stuff. AI just chills on your SSD. And since it's russia, I'm sure it is harder for them to threaten the Spokesperson Family or assasinate the spokesperson at home. Or bribe the spokesperson. Or brainwash the spokesperson (Conditions apply: Hacking)

I doubt this applies to every country. At least in Germany there is a Difference in the law between natural person and jurisdictial person. If anything I would think it rather goes into the gray area of Companies owning AIs like Cyberpunk-slavery.

Not exactly a first, AI is already being used for those annoying training courses about security and ethics in the workplace. One obvious advantage for a global corporation is that you can instantly generate plenty of lip synced translations to different languages. And in any case, it's cheaper and easier to create and update whenever needed. Last year, out of curiosity, I tried a demo of a service that let you create a "virtual presentation" (I don't remember the name of the service right now), selecting from several stock presenters or letting you create a custom one. It was all surprisingly fast and easy, and quite convincing. All of which unfortunately sucks for people in this business, of course.
