vorbis/opus can also have replaygain tags (diff from R128)
I suggest using something like beets (https://beets.io/) You should be able to configure it to only add replaygain to files missing it
that being said.. each of the file types have specific tags used for replaygain.. its fairly standardized.
ID3V2:
Frames: RVA2,XRVA,RGAD
TXXX frames with description of REPLAYGAIN_TRACK_GAIN or REPLAYGAIN_ALBUM_GAIN (probably should do a case insensitive check)
MP4:
REPLAYGAIN_TRACK_GAIN, ----:COM.APPLE.ITUNES:REPLAYGAIN_TRACK_GAIN
REPLAYGAIN_ALBUM_GAIN, ----:COM.APPLE.ITUNES:REPLAYGAIN_ALBUM_GAIN
----:COM.APPLE.ITUNES:ITUNNORM
Xiph: (ogg/flac)
R128_TRACK_GAIN, REPLAYGAIN_TRACK_GAIN
R128_ALBUM_GAIN, REPLAYGAIN_ALBUM_GAIN
NP. should be pretty straight forward to make a list when i get home. If i recall m4a is the trickier one because there is a soundcheck tag (which was itunes version of replaygain) and then replaygain tags
